According to the survey data of the Project "Investigation, assessment and delimitation of areas required to register for underground water exploitation in the province" in 2019, Cau Ngang had 26,496 underground water exploitation works. In 2021, the district coordinated to draw up a record of reminders and administrative sanctions in the field of underground water drilling without a business license for a number of establishments and enterprises with a fine of 27 million VND... From 2022 to present, the district has 115 newly registered wells; appraised 21 applications for lowering the height and improving agricultural land in Long Son, Nhi Truong, My Long Bac, and Hiep Hoa communes; surveyed 02 private enterprises practicing underground water drilling for extension; implemented rectification of the exploitation and transportation of dredged materials from the storage site of 02 dredging projects of the Department of Agriculture and Rural Development's main canal system that have not completed the exploitation procedures; The inspection discovered 08 cases of violations, thereby making records of administrative fines for 04 cases with a total amount of nearly 120 million VND.

Vice Chairwoman of the Provincial People's Council Duong Thi Ngoc Tho directed: The district should step up propaganda andeducation for officials, civil servants and people to be aware of their responsibility to properly implement regulations on management, exploitation and use of natural resources and minerals. Review and consider the responsibilities of communes in the management of mineral resources, which still have many limitations.

Strengthen the management of groundwater use; inspect the implementation of environmental resource protection, ensure water sources for high-density super-intensive shrimp farming households as well as semi-intensive shrimp farming households, especially the construction of settling ponds and waste; promptly handle organizations and individuals violating mineral resource exploitation activities. Pay attention to training on management, inspection and supervision of mineral activities to advise competent authorities to handle violations of mineral exploitation.

* On the same morning, the monitoring delegation of Tra Vinh Provincial People's Council had a monitoring session in Duyen Hai town.

In the period of 2021 - 2022, Duyen Hai town was licensed by the Provincial People's Committee to exploit 02 mineral mines for common construction materials, and at the same time, 05 units were licensed by the Ministry of Natural Resources and Environment to exploit water resources; conducting inspections of the situation of exploitation and use of underground water for local production, business and service establishments, through inventory, there are 9,989 wells in use.

However, Duyen Hai town still has some limitations such as: the management of mineral resources is not strict at times, not very effective; there is still a situation where people illegally exploit sand and sea sand, and use surplus land that is easy to transport for other purposes without permission to renovate ponds and lakes; many households raising high-density shrimp do not properly treat waste and discharge it directly into rivers and canals, causing water pollution, affecting shrimp farming households around, causing public outrage...

The delegation requested Duyen Hai town to continue to promote propaganda, education, and dissemination of laws on the importance of mineral resources; implement measures to protect unexploited resources and minerals; set up water source protection corridors according to regulations. Inspect and strictly handle the situation of establishments and enterprises practicing without registration, well drilling renters without declaration, and using wells for improper purposes.

Coordinate to inspect the implementation of technical processes in high-tech shrimp farming to ensure compliance with regulations. At the same time, create conditions for households in Dan Thanh commune living near K6 and K7 mud dumps to drain water during the rainy season, prevent flooding; support investment costs to build drainage culverts along the fence of the Trung Nam Tra Vinh Solar Power Project...
