Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; delegates of the Provincial People's Council, and leaders of a number of departments, branches and localities.

The meeting was held to implement contents under the authority of the Provincial People's Council to accelerate the progress of key projects on national energy security; deploy a number of important, urgent, highly connected traffic and urban projects to serve the socio -economic development of the province.

Accordingly, at the meeting, the Provincial People's Council will consider and approve a resolution on changing the purpose of forest use to implement the 500kV Quang Trach - Quynh Luu and Quynh Luu - Thanh Hoa transmission line projects, part of the 500kV line project circuit 3 from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ). This is a project of special importance and urgency, aiming to ensure electricity supply for the northern provinces, reducing the load on the existing 500kV North - South transmission lines circuits 1 and 2.

The Provincial People's Council will also consider and approve resolutions on the list of works and projects requiring land acquisition; change of land use purpose for rice cultivation and protective forest land; adjust the investment policy of the project: N5 Crossroad (section 2) under the Construction Planning of the Southeast Economic Zone of Nghe An province and the Traffic Road project connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky); Construction zoning plan at a scale of 1/2,000 of the Urban, resort and sports area south of N2 Road in Dien Chau district, belonging to the Southeast Economic Zone of Nghe An.

The Provincial People's Council will also carry out personnel work within its authority. Specifically, it will dismiss and elect additional members of the Provincial People's Committee for the 2021-2026 term.

In his opening speech, Comrade Thai Thanh Quy - Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province emphasized: The meeting was held right after the 2024 Lunar New Year holiday. With a proactive and serious spirit, preparations for the meeting were carried out before the Tet holiday, the contents of the submissions were consulted in accordance with regulations, authority and quality. The Committees of the Provincial People's Council have conducted examination and provided specific opinions. The Provincial People's Committee has received and completed the draft before submitting it to the Provincial People's Council for consideration and decision.

The Chairman of the People's Council of Nghe An province requested the delegates of the People's Council of the province and the delegates attending the meeting to uphold the spirit of responsibility, promote democracy and intelligence, focus on research, discussion, and contribute opinions to the submissions and draft resolutions so that the People's Council of the province can vote and pass them with high consensus, promote efficiency, and create high support and consensus among voters and people of the province.

On the occasion of the 78th anniversary of the first election of the People's Council of Nghe An province (February 24, 1946 - February 24, 2024) and welcoming the New Year of Giap Thin 2024, comrade Thai Thanh Quy wished the invited delegates and delegates of the Provincial People's Council good health, happiness and many new victories.

During the working program, the Provincial People's Council conducted the procedure to dismiss Major General Pham The Tung - former Director of Nghe An Provincial Police Department from the position of Provincial People's Committee Member due to job transfer; at the same time, elected Colonel Bui Quang Thanh - Member of the Provincial Party Standing Committee, Party Secretary, Director of Nghe An Provincial Police Department as a member of the Provincial People's Committee for the 2021 - 2026 term.

Next, after listening to the representative of the Provincial People's Committee's leadership briefly reporting on the submissions and draft resolutions submitted to the session and the representative of the Provincial People's Council's Standing Committee briefly reporting on the results of the examination of the submissions and draft resolutions submitted to the session, the 18th Nghe An Provincial People's Council, term 2021 - 2026, passed 6 thematic resolutions including:

Resolution on the policy of converting forest use to other purposes to implement projects in Nghe An province.

Resolution approving the list of works and projects requiring land recovery in Clause 3, Article 62 of the Land Law in Nghe An province.
