Modernizing Customs operations to facilitate businesses

To meet the requirements of modernizing customs operations and facilitating import and export activities in the context of strong digital transformation, Nam Dinh Customs Branch has promoted the application of information technology to professionalize operations, reduce direct contact between officials and businesses, both facilitating the business community and meeting the requirements of the tasks set for customs in the new situation.

Nam Dinh Customs Branch has coordinated with units under and affiliated to Ha Nam Ninh Customs Department to organize dialogues with import and export enterprises to disseminate legal policies and new regulations related to customs and import and export activities; resolve arising problems, unify the understanding and implementation of related legal regulations between Customs agencies and enterprises to limit errors and redo procedures, thereby creating trust in the business community. In addition to publicly posting new documents and regulations, the Branch also assigned each officer and civil servant in charge of enterprise management to set up information exchange channels via email, zalo, and maintain a 24/7 Problem Solving Team to be ready to listen and guide enterprises in law enforcement. Nam Dinh Customs Branch has focused on promoting 24/7 tax payment; maintained public reception, promptly resolved difficulties and problems of enterprises when coming to do procedures; Maximize the application of information technology in customs procedures, improve management efficiency through the VNACCS/VCIS Electronic Customs Clearance System with 100% automated processes to facilitate businesses in carrying out import and export procedures in the area to quickly clear goods. In addition, the Department effectively exploits and uses the national "single window" mechanism, the ASEAN "single window" mechanism; application programs on Customs and online public services at levels 3 and 4.

In budget collection, the Branch coordinates with the State Treasury and commercial banks to unify information exchange solutions and implement electronic tax payment, whereby import and export enterprises pay taxes, fees, and charges on export and import goods using advanced electronic methods. In addition to digital transformation to promote administrative reform, Nam Dinh Customs Branch regularly coordinates with departments, branches and sectors in the province to grasp the situation of operating enterprises, newly registered enterprises and enterprises granted investment certificates. The Branch's leaders have directly mobilized and attracted enterprises that are carrying out customs procedures elsewhere, especially enterprises with large contributions to the State budget, large turnover, large number of declarations... to carry out procedures at the unit to shift revenue sources to the locality, striving to exceed the State budget collection targets assigned by the General Department of Customs, the Ministry of Finance , and the Provincial People's Committee.

Identifying that cadres are the root of all work, playing a decisive role in innovation, improvement and enhancement of service quality for enterprises, the leaders of Nam Dinh Customs Branch require civil servants to strictly comply with discipline, administrative discipline, have a gentle and enthusiastic attitude when dealing with enterprises, always consider enterprises as cooperative partners, companions, make efforts to reduce time and minimize costs for enterprises when carrying out administrative procedures at the unit. Customs officers and employees thoroughly grasp the working spirit with the motto "finish work but not end of time", do not delay or leave work behind. Cadres, civil servants and employees in the unit always determine to make efforts to create the most favorable conditions for production, business and import-export activities of enterprises, taking the satisfaction of enterprises as a measure of the performance of individuals and units.

Thanks to proactively publicizing and making transparent the process of handling customs procedures, shortening the time for customs clearance of import and export goods, saving travel costs for organizations, individuals, and businesses, and limiting negative incidents in the process of handling public services, in 2023, Nam Dinh Customs Branch attracted 399 businesses to register for customs procedures (an increase of 11.14% compared to 2022). Among them are many foreign-invested enterprises (FDI), export processing enterprises, limited liability companies, joint stock companies, and businesses operating in the forms of processing, export production, export processing, and trading. In 2023, the Branch carried out customs procedures for more than 122,000 import and export declarations with a total import and export turnover of over 4 billion 721 million USD. Of which, the import and export turnover reached over 4 billion 517 million USD; The total tax revenue paid to the State budget is over 704.5 billion VND, reaching 105.16% of the target assigned by the Ministry of Finance, reaching 100.65% of the target assigned by the Nam Dinh Provincial People's Committee. From the beginning of 2024 to April 15, 2024, the Department has completed customs procedures for 37,087 import and export declarations, with a total turnover value of nearly 1 billion 333 million USD; State budget revenue reached 73 billion VND. The main export items are textile and garment products; wood products, wood chips... The main import items are fabrics, raw materials for the garment industry, cotton yarn, raw plastics, raw leather, raw materials for candle production, textile and garment machinery and equipment, chemicals, and raw materials for the production of modern medicines.

In the coming time, Nam Dinh Customs Branch will promote digital transformation in customs operations in a comprehensive and synchronous manner with digital transformation to serve import and export enterprises; aiming to build a smart Customs, in line with international standards, meeting the need to automatically process all stages of operations from the beginning to the end, ensuring customs procedures are carried out anytime, anywhere, on any means./.
