The online system for managing science and technology tasks in real time, recently launched by the Ministry of Science and Technology, marks a significant shift from an administrative management model to a data-driven, transparent, and standardized operation.

Speaking at the inauguration ceremony, Minister of Science and Technology Nguyen Manh Hung emphasized that the new system is not just a technological platform but a "step forward in innovating the model of science and technology management: from management to motivation; from control to data-driven operation; from decentralized to integrated." The system helps improve the quality of evaluation, shorten review time, reduce errors and risks, and create a professional market for science and technology tasks.

The Minister stated that the software developed in Vietnam has features equivalent to those of South Korea and Horizon Europe, and is ready to connect with international funding. The Minister urged scientists, councils, and leading agencies to actively use and provide feedback to improve the system, considering it an essential working tool in research.

The system also serves as a platform for the National Foundation for Science and Technology Development (NAFOSTED) to upgrade management standards, integrate data analysis, generate automated reports, and move towards synchronization with the task management systems of ministries, sectors, and localities.

The first 309 projects are operating under the new model.

Evaluating the 309 projects signed in this phase, Minister Nguyen Manh Hung affirmed that these are the first tasks implemented in the spirit of the Law on Science and Technology and Innovation 2025: shifting from input management to output management; from document management to results management; and from expenditure based on budget to lump-sum expenditure. Research results will belong to the leading organization for commercialization; the research group will receive at least 30% of the commercialization value.

Research projects will be evaluated based on the requirement that their results must be delivered to businesses to create commercial products and contribute to GDP growth; projected revenue should reach 5-10 times the research cost after 3-5 years. The proportion of projects in the strategic technology group will exceed 50%, the average value per task will double, and there will be a shift from broad research to strategic research.

Professor Tran Dai Lam, Director of the Institute of Materials Science (Vietnam Academy of Science and Technology), assessed NAFOSTED as a "successful facilitator" of materials science and affirmed that the Fund's evaluation process is "professional, fair, and objective." He pledged to use resources transparently and create valuable scientific products.

According to NAFOSTED Director Dao Ngoc Chien, the Fund will perfect the system towards national openness, standardization, and connectivity; consider real-time data as the central management element; support scientists, councils, and management agencies in operating smoothly, aiming to create a digital map of national science and technology tasks.

The inauguration and signing ceremony for 309 projects not only introduced a new platform but also marked a significant shift in bringing Vietnam's science and technology management to operate according to a data-driven, transparent, modern, and internationally integrated model.
