Thoroughly grasp and effectively implement from the central to the grassroots level
At the 1st Congress of the Party Committee of the Ministry of Agriculture and Environment , term 2025-2030, Director of the Department of Forestry and Forestry Tran Quang Bao said that, implementing Directive No. 13-CT/TW and Conclusion No. 61-KL/TW of the Secretariat on strengthening the Party's leadership in forest management, protection and development, in recent times, the Party Committee of the Department of Forestry and Forestry has synchronously deployed many solutions, achieving important results, contributing to protecting forest resources and developing sustainable forestry.
Immediately after the Directive was issued, dissemination and implementation work was organized synchronously from the central to local levels.
Especially at the local level, the dissemination is carried out to the commune level. Party committees at all levels proactively lead the Fatherland Front and socio -political organizations to coordinate the implementation of the movements "All people participate in protecting and developing forests" and "Tet tree planting to forever remember Uncle Ho".
The Party Committee of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) also issued programs and action plans to specify tasks; clearly assign responsibilities to units under the Ministry and local Departments of Agriculture. 62/63 Provincial and Municipal Party Committees developed implementation plans to ensure consistency nationwide.
In addition, after the Forestry Law was promulgated in 2017, the Party Committee of the Forestry Department and Forest Rangers directed staff units to issue detailed implementation documents, creating a legal framework for industry management activities.
With the issued documents and policies, the results have been impressive, such as the forestry production value maintaining stable growth: 3.3% in 2020; 3.88% in 2021; 6.13% in 2022; 3.74% in 2023; 4.7% in 2024; 6.67% in the first quarter of 2025 (exceeding the target of 5.47% for the whole year).
Export turnover of wood and non-timber forest products increased sharply: from 8 billion USD in 2017 to 13.23 billion USD in 2020, 17.35 billion USD in 2024; in the first quarter of 2025, it reached 4.3 billion USD, aiming for the target of 18.5 billion USD this year.
Revenue from forest environmental services in the 2020-2024 period will reach an average of over VND 17,230 billion/year, becoming a sustainable financial source, helping to improve the effectiveness of forest protection and development, and increase income for forest owners.
Protect natural forest area, increase production forest area
Director Tran Quang Bao added that the area of planted production forests has increased in both quantity and quality, providing more than 70% of wood materials for processing, meeting domestic consumption and export demand. Forest protection work is carried out consistently according to the viewpoint of "strictly and effectively protecting existing forest areas, especially natural forests". The number of forestry law violations has decreased by more than 10% each year; cases are strictly handled, ensuring legal discipline.
Regarding social security, about 1.2 million households with nearly 5 million workers participate in forest management, protection, and forestry production, most of whom are poor households and ethnic minorities in mountainous areas. The forest protection contract policy has created livelihoods, improved living conditions, contributed to hunger eradication and poverty reduction, and formed a new rural model in key areas.
Regarding the environment, the forest coverage rate increased from 41.45% (2017) to 42.02% (2024), achieving the target of the Resolution of the 13th National Congress. The structure and quality of forests meet the requirements of nature conservation, biodiversity, promoting protective functions, preventing erosion, desertification, and mitigating natural disasters; contributing to ensuring water security, environmental security, and implementing international commitments on climate change, emission reduction, and green growth.
Continue to implement the Sustainable Forestry Development Strategy
Through practical implementation, the Party Committee of the Department of Forestry and Forest Rangers drew 5 main lessons.
The Party's timely and close leadership and direction is the decisive factor. Wherever the Party Committee, especially the leader, cares, clearly assigns responsibilities, maximizes resources, and mobilizes the entire political system and people, forest management and protection work will achieve high results.
Timely institutionalize policies, respond to reality, create a synchronous legal framework; link planning with land and forest allocation; promote the application of science and technology.
Regularly improve the quality of monitoring, supervision and inspection; promptly remove obstacles, disseminate good models and effective practices.
Perfecting mechanisms and policies strong enough to attract social resources; identifying forest protection as the responsibility of the entire political system, in which forest rangers are the core force.
Strengthen international integration and cooperation; coordinate with neighboring countries in environmental protection, water security, and combating wildlife trafficking; promote technology transfer, expand forest product export markets, and take advantage of free trade agreements.
In the coming time, the Party Committee of the Department of Forestry and Forest Rangers determined to continue to thoroughly grasp and effectively implement Conclusion No. 61-KL/TW in conjunction with the implementation of the Sustainable Forestry Development Strategy; strengthen the role of Party committees and authorities at all levels, especially the leaders.
The industry will promote digital transformation, apply modern technologies such as remote sensing and artificial intelligence in management; perfect institutions, financial mechanisms and socialization policies; encourage businesses, communities and people to participate in preserving and enriching forests.
Along with that is building a team of cadres, civil servants, and public employees, especially forest rangers, with sufficient qualities, capacity, courage, attachment to the area, proactiveness, and flexibility in handling situations.
Implementing Directive No. 13 and Conclusion No. 61 is a key, consistent and long-term political task. With high determination, close leadership of Party committees at all levels, and consensus of the people, the Party Committee of the Forestry Department and Forest Rangers continue to promote their core role, advise and effectively organize the implementation of solutions to protect and develop forests, contributing to maintaining and enhancing the value of the "green lung" of the country.
