This afternoon, December 15th, the Ho Chi Minh City Tax Department held a signing ceremony for a cooperation agreement with the People's Committees of communes, wards, and special zones on tax management. The focus of this agreement is the management of business households after the abolition of lump-sum tax in Ho Chi Minh City.
According to this regulation, tax authorities and the People's Committees of communes, wards, and special zones will coordinate in disseminating and guiding tax policies, creating favorable conditions for taxpayers to conduct production and business activities, and fostering social consensus on fulfilling tax obligations.
Simultaneously, they will coordinate and direct the implementation of tax management tasks for business households after the abolition of lump-sum tax, such as: linking and updating data on business households and individual businesses operating in the area.
This will enable the timely detection and notification to the tax authorities of cases where business households start operations, temporarily suspend operations, completely cease operations, change their business lines or locations within the area, conduct business without registration, conduct business with incorrect permits, or conduct business outside the permitted location, ensuring that the data is updated accurately.
At the same time, the People's Committee of the commune, ward, or special zone will cooperate in handling violations of tax laws by business households and individual businesses when requested.
Furthermore, the People's Committees of communes, wards, and special zones will coordinate with tax authorities in administrative reform and transparency, helping to standardize the business management process from the ward level to the tax authorities. They will receive and return the results of administrative procedures related to taxation for taxpayers at the public administrative service centers of communes, wards, and special zones.
Coordinate with tax authorities in managing taxpayers, verifying their operational status, and verifying their legal representatives. Collaborate in providing information related to cases where taxpayers are conducting business but have not registered for tax as required by law.

Through the implementation of the coordination regulations, tax management for business households in the area will be carried out more strictly and synchronously, contributing to raising awareness of tax law compliance and creating a healthy, equal, and stable business environment.
In the coming period, the Ho Chi Minh City Tax Department and the People's Committees of communes, wards, and special zones will continue to coordinate effectively in implementing the signed agreements, meeting the requirements of reform and modernization of tax management.
According to Mr. Nguyen Van Thanh, Deputy Head of the Ho Chi Minh City Tax Department, tax management increasingly demands coordination among all levels and sectors.
Local authorities – specifically the People's Committees of wards, communes, and special zones – play a crucial role in understanding the socio -economic situation in their areas, including households, small and medium-sized enterprises, and emerging production and business activities.
The coordination regulations signed between the Ho Chi Minh City Tax Department and the People's Committees of wards, communes, and special zones serve as an important legal basis, clearly defining the principles, content, methods, and responsibilities of coordination between the parties in tax management.
"Strengthening coordination between tax authorities and local governments is a key factor in improving the effectiveness and efficiency of tax administration, combating revenue losses, and ensuring fairness and transparency in fulfilling tax obligations," Mr. Thanh emphasized.
