Pursuant to Article 2 of Circular 14/2023/TT-BTNMT (effective from October 16, 2023), the dossier submitted when confirming changes in information about legal entities, ID card number, Citizen ID card number, personal identification number, address on the Certificate of land use rights, house ownership rights and other assets attached to land (in practice often referred to as red book, hereinafter referred to as Certificate) issued according to the needs of land users and owners of assets attached to land, includes:

(1) Application for registration of changes in land and assets attached to land according to Form No. 09/DK;

(2) Original copy of the issued Certificate;

(3) In case of change of Identity Card number or Military Identity Card or Citizen Identification Card or personal identification number or other documents proving the change of identity of the person named on the Certificate or address on the issued Certificate, the agency handling the procedure is responsible for exploiting and using information in the National Population Database according to the provisions of Article 14 of Decree 104/2022/ND-CP on amending and supplementing a number of articles of the decrees related to the submission and presentation of paper household registration books and temporary residence books when performing administrative procedures and providing public services;

(4) Document of competent authority permitting or recognizing change of legal information in case of change of legal information of the organization recorded on the Certificate.

Land use cases are granted red books

The certificate is a legal document for the State to confirm the legal land use rights, house ownership rights, and other assets attached to the land of the person with land use rights, house ownership rights, and ownership rights of other assets attached to the land.

Certificates are issued to people with land use rights, house ownership rights, and ownership rights of other assets attached to land according to a unified form throughout the country.

Pursuant to Article 99 of the 2013 Land Law, the State shall grant a Certificate in the following cases:

- People using land who are eligible to be granted a Certificate of land use rights, house ownership rights and other assets attached to land according to the provisions of Articles 100, 101 and 102 of the 2013 Land Law;

- People who are allocated land or leased land by the State after July 1, 2014;

- People who are allowed to convert, receive transfers, inherit, receive gifts of land use rights, receive capital contributions in the form of land use rights; people who receive land use rights when handling mortgage contracts using land use rights to recover debts;

- People who are allowed to use land according to the results of successful conciliation of land disputes; according to the judgment or decision of the People's Court, the decision to enforce the judgment of the enforcement agency or the decision to resolve land disputes, complaints and denunciations of the competent state agency that has been enforced;

- Land use rights auction winner;

- Land users in industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones;

- Buyers of houses and other properties attached to land;

- People whose houses attached to residential land are liquidated and valued by the State; people who buy state-owned houses;

- Land users who split or merge plots; groups of land users or household members, married couples, land-using organizations that split or merge existing land use rights;

- Land users request to exchange or reissue lost Certificates.
