Pepper and coffee exports suspected of being "stolen" at Cat Lai port

The Vietnam Pepper and Spice Association (VPSA) has just sent a document to the Vietnam Maritime Administration and Saigon Newport Corporation regarding the shortage of exported goods (pepper, coffee...) even though they had been fully weighed at the port of departure.

According to VPSA, recently, VPSA has continuously received feedback from members about import partners reporting a shortage of pepper and coffee at the port of arrival compared to the previously signed contract. Currently, 5 VPSA members have reported this shortage when exporting pepper and coffee at Cat Lai port (HCMC).

Exporting enterprises said that the container weighing slip with goods at the factory and the weighing slip at the port were the same. The relevant documents provided by the enterprise were the basis to prove that the goods were sealed and ensured safety from the time the goods were packed into the container at the factory until the container entered the port. Therefore, the enterprise believed that the goods were likely lost during the time the container was unloaded and waiting to be exported.

Currently, 5 pepper and coffee exporting enterprises have reported that more than 18 tons of these two products have been “stolen” when exporting these two items. The lost volume of goods accounts for 7%-28% of each container, all from the same port at Cat Lai and all have been at the port for a period of time due to the delay of the ship.

VPSA believes that the loss of goods not only causes direct financial damage to the enterprise due to compensation or penalties according to contract regulations, but also affects the enterprise's future contracts. More importantly, the reputation and image of the enterprise in particular and Vietnam in general are reduced in the international market.

VSPA requested the Vietnam Maritime Administration and Saigon Newport Corporation to strengthen supervision and implement necessary professional measures to ensure the safety of businesses' goods while at the port.

For the above reported cases of lost goods, VPSA requests that the unit intervene and work with relevant parties to clarify the incident.
