The Government issued Decree No. 188/2025/ND-Government dated July 1, 2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance.
This Decree clearly stipulates the subjects, contribution levels, and support levels for health insurance contributions. Accordingly, the state budget supports 100% of the health insurance contribution level for people in near-poor households residing in poor communes according to the Prime Minister 's Decision and other documents of competent authorities.
The state budget supports at least 70% of health insurance premiums for people in near-poor households.
The state budget supports at least 70% of the health insurance premium for ethnic minorities living in communes that are no longer identified as areas with difficult or extremely difficult socio-economic conditions. The state budget supports health insurance premiums according to Government regulations. The support period is 36 months from the time the commune where the subject is living is no longer identified as areas with difficult or extremely difficult socio-economic conditions.
Victims as defined in the Law on Prevention and Combating Human Trafficking are supported by the state budget with at least 50% of the health insurance premium. The support period is 1 year from the date the subject is confirmed by the competent authority as a victim as defined in the Law on Prevention and Combating Human Trafficking.
The state budget supports at least 50% of the health insurance premium for students; people participating in the security and order protection force at the grassroots level; village and hamlet health workers, village and hamlet midwives; people working part-time in villages and residential groups according to the provisions of law; people awarded the title of People's Artisan, Meritorious Artisan according to the provisions of the Law on Cultural Heritage.
People in households working in agriculture, forestry, fishery and salt production with an average living standard according to the law are supported by the state budget with at least 30% of the health insurance premium.

Previously, according to the announcement of the results of the review of poor and near-poor households in 2024 according to the multidimensional poverty standard for the period 2022-2025 by the Ministry of Labor, War Invalids and Social Affairs (formerly), the multidimensional poverty rate (including the rate of poor and near-poor households) in 2024 nationwide was 4.06%. The total number of multidimensional poor and near-poor households was 1,258,997.
Also according to the data of the Ministry of Labor, War Invalids and Social Affairs (formerly), nationwide, the poverty rate is 1.93%, with a total of 599,608 poor households. The near-poor household rate is 2.13%; the total number of near-poor households is 659,389 households.
The National Target Program on Sustainable Poverty Reduction for the 2021-2025 period was issued in January 2022. The program aims to achieve multidimensional, inclusive, sustainable poverty reduction, limit poverty relapse and poverty generation; support the poor and poor households to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standards, improve the quality of life; support poor districts and extremely disadvantaged communes in coastal and island areas to escape poverty and extreme poverty.
The program sets out four specific targets. These are: The rate of poor households according to the multidimensional poverty standard maintains a reduction of 1-1.5%/year; The rate of poor ethnic minority households decreases by over 3%/year; 30% of poor districts, 30% of extremely disadvantaged communes in coastal and island areas escape poverty and extreme poverty; The rate of poor households in poor districts decreases by 4-5%/year.
