Prime Minister Pham Minh Chinh has just signed a directive on promoting sustainable production, business, and export of rice to ensure compliance with the fluctuating market situation, Baochinhphu.vn reported.
The directive stated that last year, the rice industry still had many limitations such as not being proactive in input materials, prices were not controlled, post-harvest loss rate was high, greatly affecting production efficiency and competitiveness of rice products; the production chain between farmers and businesses was still limited.
In the first months of 2024, the demand for rice in countries in the region and around the world remains high due to the impact of the El Nino phenomenon and armed conflicts. However, in the provinces of the Mekong Delta, businesses are waiting for rice prices to drop, while people want rice prices to be as high as in the last months of 2023. If this situation continues, it will cause businesses to lose rice export opportunities and affect production and farmers' income.
The Prime Minister requested the two ministries, the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development, to coordinate with relevant agencies to promote market development and trade promotion activities, boost circulation and consumption of rice products; support businesses in building rice supply chains associated with logistics services to bring products to markets; and study the implementation of agricultural commodity exchanges, including rice exchanges.
Researching and piloting models to bring "traders" into the rice value chain is one of the tasks that needs to be carried out, contributing to limiting potential risks for people and businesses.
The Prime Minister instructed the Ministry of Agriculture and Rural Development to guide localities in the Mekong Delta to harvest rice in accordance with the season. The Ministry also coordinated with localities and industry associations to provide information on rice market developments so that people and businesses can plan production and business appropriately; and coordinated with the Vietnam Cooperative Alliance to implement solutions to improve the capacity of agricultural cooperatives in organizing production, providing input services, and consuming rice.
The Ministry of Industry and Trade and the Chairman of the Vietnam Food Association regularly monitor developments in the domestic and foreign rice markets; seek opportunities to negotiate and remove technical barriers to expand Vietnam's rice export market.
The State Bank directs commercial banks to create favorable conditions for people and businesses to access credit sources with preferential interest rates, meeting credit needs for rice trading and rice export. Along with that, research is being conducted to propose competent authorities to consider issuing a credit program to support the linkage of production, processing and consumption of high-quality and low-emission rice products in the Mekong Delta...
