Support salary, special allowances in some cases with public facilities...

This content is stipulated in Article 12 of Decree No. 103/2025/ND-CP of the Government , effective from July 1, 2025. Specifically as follows:

1. The State shall provide budget support to ensure sufficient salaries and special allowances for employees in cases where production and business results do not ensure sufficient salaries according to positions, titles, ranks, grades, and special allowances as follows:

a) Ensure sufficient difference between salary according to position, title, rank, grade, level and special allowance for the subjects specified in Point a, Clause 2 , Article 11 of this Decree compared to the actual salary and special allowance that the enterprise pays lower;

b) Ensure sufficient difference between the salary according to the salary scale, salary table of the enterprise and specific allowances for the subjects as prescribed in Point b, Clause 2, Article 11 of this Decree compared to the actual salary and specific allowances paid by the enterprise which are lower.

2. Support when one of the following cases occurs:

a) The defense and security production task assigned by the competent authority is 50% lower than the designed capacity of the defense and security production line, causing the enterprise to be unable to ensure full payment of salaries according to position, title, rank, grade, level and special allowances;

b) Unadjusted fluctuations in prices, wages and other cost factors affecting defense and security production activities cause enterprises to be unable to ensure adequate payment of salaries according to positions, titles, ranks, grades and special allowances;

c) Completing the production of defense and security products equal to or higher than the plan approved by the competent authority, but at the end of the financial settlement year, when the competent authority determines that the actual salary fund is lower than the salary fund according to position, title, rank, grade, level and special allowances;

d) In case of force majeure affecting the defense and security production capacity of the enterprise, causing the enterprise to be unable to ensure full payment of salaries according to position, title, rank, grade, level and special allowances.

3. The actual support period arising each year is approved by the competent authority.

4. The procedure for requesting budget support in this Article is in accordance with the provisions of the law on state budget.
