At the Open Discussion on “Promoting Sustainable Peace through Shared Development” held by the United Nations Security Council (UNSC) in New York, USA on November 20, Ambassador Dang Hoang Giang affirmed that Vietnam, more than anyone else, understands the importance of promoting socio -economic development and ensuring people’s welfare in maintaining peace and stability. Accordingly, Vietnam is always ready to share its experiences and good practices with the international community on this issue.
Vietnam affirms: Comprehensive approach needed to promote peace and sustainable development
Speaking at the discussion, Ambassador Dang Hoang Giang - Head of the Permanent Mission of Vietnam to the UN emphasized that peace is a prerequisite for development, the mutual relationship between peace and development becomes even more important when war and conflict still exist in many places in the world , while the implementation of the 2030 Agenda for Sustainable Development is behind schedule. In that context, the Security Council needs to operate more effectively in performing the function of preventing conflicts, preventing arms races and resolving conflicts by peaceful means to focus resources on development. The Security Council also needs to pay attention and prioritize addressing the root causes of conflicts related to development in conflict prevention and post-conflict reconstruction.

The representative of Viet Nam said that the United Nations, including the Security Council, needs to have a comprehensive approach to promoting peace and sustainable development, breaking the vicious cycle of conflict and poverty. The activities of the Security Council and peacekeeping missions and special political missions need to be placed in the overall context of implementing the Sustainable Development Goals and related international initiatives, taking into account the development factor in mobilizing finance for peacebuilding.
Ambassador Dang Hoang Giang also emphasized that the Security Council needs to pay more attention to dealing with emerging and non-traditional challenges to common development and security, including climate change and rising sea levels, addressing security risks from these issues, and contributing more effectively to common efforts to prevent negative impacts on development.
From a war-torn country, Vietnam has achieved many remarkable development achievements in the past 50 years, with the vision of becoming a high-income country by 2045 and achieving the goal of net zero emissions by 2050. More than anyone else, Vietnam understands the importance of promoting socio-economic development and ensuring people's welfare in maintaining peace and stability. Ambassador Dang Hoang Giang affirmed that Vietnam is always ready to share its experiences and practices with the international community on this issue.
Earlier, in his opening speech at the Open Debate on “Promoting Sustainable Peace through Shared Development” chaired by China - the UNSC President in November 2023, UN Secretary-General Antonio Guterres emphasized that the link between peace and development is the foundation for the birth of the UN; peacebuilding is a tool to ensure food security, access to education, health care and social services for all people.

Vietnam and the United Nations actively contribute to international peace and security
That viewpoint was emphasized by President Vo Van Thuong during his reception for United Nations Secretary-General Antonio Guterres on the afternoon of October 28, 2023, on the occasion of his attendance at the 3rd Belt and Road Summit. At the reception, the President highly appreciated the role and contributions of the Secretary-General and the United Nations to international peace, stability and security, and affirmed that Vietnam is always ready to support and actively contribute to those common efforts. President Vo Van Thuong affirmed that Vietnam always considers the United Nations as the leading organization for peace, cooperation and development in the world and a trusted, loyal and long-term friend of Vietnam in every stage of the country's development. President Vo Van Thuong said that Vietnam is actively coordinating with organizations in the United Nations system to carry out many cooperative activities such as implementing the Sustainable Development Goals, responding to climate change, digital transformation, green transformation, ensuring social equity, and participating in peacekeeping forces.
Previously, at the end of September 2023, the working trip of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation to attend the High-Level Week of the 78th United Nations General Assembly, combined with bilateral activities in the United States and an official visit to the Federal Republic of Brazil ended successfully, conveying the great message of the Party, State and Government of Vietnam to the United States, Brazil and international friends about a peaceful, cooperative and integrated Vietnam, participating more actively, proactively and effectively in international processes, making important contributions to the relations between Vietnam - the United Nations, Vietnam - the United States, Vietnam - Brazil according to the foreign policy of the 13th National Party Congress.

Most recently, the working trip of President Vo Van Thuong and the Vietnamese high-ranking delegation to attend the APEC Summit Week and bilateral activities in the United States was a great success. Through the President's speeches and activities, we have conveyed important messages about Vietnam's viewpoints and approaches to the challenges facing the world and the region, and specific policies and guidelines in implementing foreign policy.
At the 2023 Summit Week, Vietnam's outstanding contribution was the ideas and proposals of President Vo Van Thuong to respond to urgent issues of the world economy, especially the requirement for a new, inclusive, harmonious and humane mindset. The President also made specific proposals for APEC's mission and tasks in the new period to adapt and continue to succeed. That is to maintain and consolidate important achievements in liberalization and facilitation of trade and investment in Asia - Pacific and globally. That is to cooperate to build a self-reliant region, each self-reliant economy, ready to respond to challenges. That is to create a cooperation framework to support member economies to take advantage of development opportunities and promote growth momentum.
These ideas and viewpoints were highly appreciated by the Leaders and the business community and included in the Conference documents, thereby opening up new directions for APEC cooperation. All APEC members expressed their appreciation for Vietnam's very practical and constructive contributions to APEC over the past two decades and affirmed their confidence in Vietnam's role as APEC Chair in 2027.
