Urging to speed up the disbursement of public investment capital for National Highway 8C

The telegram was sent to the People's Committees of the provinces and the Department of Construction of the localities including Lang Son, Yen Bai, Tuyen Quang, Phu Tho, Ninh Binh, Ha Tinh, Quang Binh, Quang Tri, Dak Lak, Dong Thap and Da Nang city; along with the Dak Lak Project Management Board for Investment in Construction of Transport Works and Rural Development Agriculture , and the Project Management Board for Maritime and Waterways.

The construction of National Highway 8 - Ho Chi Minh Road (Ha Tinh) has not met the set schedule.

According to the report on the disbursement results of the central budget investment plan in 2025 of investors and project management boards by the end of April 2025, the Ministry of Construction has disbursed 15.88% of the plan assigned by the Prime Minister, lower than the same period in 2024 (20.97%).

For projects assigned to localities as investors and 3 projects integrating local capital sources, the disbursement progress is very slow. Specifically, the projects are: National Highway 2 section Vinh Yen - Viet Tri (Vinh Phuc province); National Highway 8C section Thien Cam - National Highway 1 and National Highway 8 - Ho Chi Minh road (Ha Tinh province); National Highway 14B section through Da Nang city (Da Nang city).

At the same time, 6 projects had very low disbursement results such as: Cao Bang city bypass (Cao Bang province) disbursed 1.2/190.5 billion VND, reaching 0.63%; National Highway 4B Lang Son (Lang Son province) disbursed 55/869 billion VND, reaching 8%; National Highway 8C (integrated with Ha Tinh province's capital source) disbursed 10.5/302 billion VND of state budget capital, reaching 3.5%; National Highway 12A (Quang Binh province) disbursed 0.4/170.3 billion VND, reaching only 0.24%; Dong Ha city bypass (Quang Tri province) disbursed 22/155 billion VND, reaching 14.3%; National Highway 30 (Dong Thap province) disbursed 11/130 billion VND, reaching 8.3%.

Notably, the Ministry of Construction also specifically named a number of projects that have not yet been disbursed. These are the projects: National Highway 2, Vinh Yen - Viet Tri section (incorporating capital from Vinh Phuc province); National Highway 32C, Hien Luong - Yen Bai city section (Yen Bai province); National Highway 2C (Tuyen Quang province); National Highway 14B through Da Nang city (incorporating capital from Da Nang city); Eastern bypass of Buon Ma Thuot city (Dak Lak province).

In order to strive to disburse 100% of the central budget capital plan for 2025 assigned by the Prime Minister, contributing to the successful implementation of the growth target of 8% or more and early handover of projects according to the approved schedule, especially projects that need to be completed and handed over immediately in 2025, the Minister of Construction requested the People's Committees of the above provinces and cities to direct the Directors of the Department of Construction, Project Management Boards and Heads of relevant agencies and units to focus on implementing flexible, creative, timely, effective and drastic solutions and measures to promote the implementation and disbursement of public investment capital allocated to projects...

Accelerating disbursement progress must be associated with ensuring the quality of works and projects, avoiding negativity, loss, waste, and violations of legal regulations. Localities require authorities at all levels and the political system to join hands to resolve the long-standing land clearance problems, hand over construction sites to construction units, and complete the handover of projects to ensure the required progress - Minister Tran Hong Minh emphasized.

In case the site clearance work is not completely resolved and the project cannot be completed on schedule, especially for projects that have been extended by competent authorities and projects that incorporate local capital sources, the Ministry of Construction will report to competent authorities to stop implementing the project to hand it over to the locality for continued management and investment according to the provisions of the 2024 Road Law and Decree 65/2024/ND-CP dated December 26, 2024 detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety.
