Connecting Unit 1 of Quang Trach Thermal Power Plant to the grid before September 2, 2025

Chairman of the Board of Directors of Vietnam Electricity Group (EVN) Dang Hoang An recently had a working session to inspect the progress of projects at Quang Trach Power Center, including: Infrastructure Project, Quang Trach Thermal Power Plant I.

Although the weather in the Central region is currently extremely hot, the forces participating in the project have tried to "overcome the sun and rain" to carry out the construction of the projects.

According to the report of Mr. Do Thanh Tai, Deputy Director of Power Project Management Board 2 (EVNPMB2), at the Infrastructure Project of Quang Trach Power Center, for the bidding packages serving the construction of main items including: Construction electrical system, construction of the gate and fence of Quang Trach I Thermal Power Plant, leveling the factory site, renovating the housing and office of the Project Management Board, construction of the drainage channel... have been basically completed, meeting the required schedule.

Along with that, the construction work of the coal import port and the access bridge has been completed at the construction site; the rock embankment of the breakwater has been completed. The total construction volume of the coal import port and breakwater has reached 86%.

Regarding the fabrication and installation of coal unloading equipment (CSU), the progress reached 90%. Currently, the construction units are focusing on completing the installation and trial run of coal unloading equipment and coal conveyor belts in September 2025 to synchronize the equipment with the progress of Quang Trach I Thermal Power Plant.

For the Quang Trach I Thermal Power Plant project, the overall project progress has reached 90.23%. Of which: design work reached 99%; procurement work reached 97.7%; construction and installation reached 74.7%... Construction forces energized the main transformer on April 29, 2025.

The Deputy Director of Power Project Management Board 2 emphasized that although the construction site is very urgent with a lot of work, labor safety is always a top priority. The project has comprehensively assessed the risks at the construction site, from which safety measures are flexibly and synchronously deployed in accordance with the actual construction.

Specifically, the investor and contractor have organized occupational safety training for 44,000 people, with 20 specific work areas. Up to now, the project has achieved more than 13 million safe working hours and no environmental incidents.

At the same time, the recruitment and training of human resources is focused on by the Power Project Management Board 2 to meet the schedule of first oil burning at the Quang Trach I Thermal Power Plant project in August 2025 and first grid connection before September 2, 2025 as directed by the Prime Minister .

In 2025, EVNPMB2 will send a group of key personnel to be trained at Vinh Tan 4 Thermal Power Plant and at the construction site. Thereby, gradually building a team of skilled and experienced workers, ready to meet the assigned tasks.

However, the Project is still facing some difficulties in implementing the water treatment system, cooling water pipeline, and canal flooding; site clearance... EVNPMB2 has focused on urging contractors and proposing solutions to continue to speed up construction progress.

At the meeting, Chairman of the Board of Directors of EVN Dang Hoang An acknowledged that EVNPMB2 and its units and contractors have completed a significant amount of work in the past time. Many items that were once considered "critical" such as the water intake channel and the cooling water pipeline system have been basically removed, creating conditions for the construction of the next stages.

However, EVN Chairman Dang Hoang An frankly pointed out that the overall progress of the project, with important milestones such as reverse energization, boiler pressure testing, first oil firing... is still not meeting the plan.

The Chairman of the Board of Directors of EVN requested the entire construction site to take drastic actions, change the way of working, optimize the construction organization and absolutely not delay the grid connection of unit 1 before September 2, 2025.

Main contractors Mitsubishi, Hyundai, CC1, along with subcontractors urgently implemented 3 continuous shifts instead of 2 shifts as at present, mobilizing enough human resources and equipment daily and weekly; at the same time, completely resolving existing problems and handing over auxiliary items on schedule to the EPC contractor.

At the same time, units need to organize clear assignment of responsibilities, closely following each item and specific progress milestone, and continue to urge the completion of documents and procedures to soon be eligible for synchronous operation of the entire project.

At the meeting, all units at the construction site showed high determination, committed to focusing all resources, and closely coordinating to strive to complete the connection of Unit 1 to the grid before September 2, 2025, as well as ensure the progress of the entire Quang Trach 1 Thermal Power Plant project.

Quang Trach I Thermal Power Plant project started construction in December 2021. When put into operation, it will supply electricity to the national power system, contributing to ensuring energy security, and contributing to socio -economic development, increasing budget revenue for Quang Binh province, creating jobs for people in the area.
