Complete the reorganization of commune-level administrative units.

In accordance with Resolution No. 1199-NQ/UBTVQH15 (dated September 28, 2024) of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in Quang Ninh province for the period 2023-2025, from November 1, 2024, commune-level administrative units in the province falling within the scope of the Resolution officially began the rearrangement and merger process. The rearrangement and merger of commune-level administrative units received high levels of public support, creating additional resources and strength from the grassroots level to carry out local political and socio-economic tasks, contributing to the overall development of the province.

According to Resolution No. 1199-NQ/UBTVQH15, Quang Ninh province is merging 12 commune-level administrative units, including: Dong Trieu ward merging into Duc Chinh ward; Tan Viet commune merging into Viet Dan commune (Dong Trieu town); Hoa Lac ward merging into Tran Phu ward (Mong Cai city); Yet Kieu ward merging into Tran Hung Dao ward (Ha Long city); Cam Hai commune merging into Cong Hoa commune (Cam Pha city); Minh Cam commune merging into Luong Mong commune (Ba Che district).

On November 1st, all five localities – Ha Long, Dong Trieu, Mong Cai, Cam Pha, and Ba Che – completed the announcement of the National Assembly Standing Committee's decision on the reorganization of commune-level administrative units within the province. Simultaneously, they announced the decision to establish Party committees for the newly merged communes, directly under the district and city administrations; and appointed executive committees, standing committees, and the positions of secretary and deputy secretary of the commune/ward Party committees to ensure the effective and efficient operation of the apparatus immediately after the Standing Committee's resolution takes effect. This is a particularly important event for the Party committees, governments, and people of these localities in their formation, construction, and development process.

Ms. Nguyen Thi Hien (Group 1, Area 4, Tran Hung Dao Ward, Ha Long City) said: "Witnessing the ceremony announcing the merger of Tran Hung Dao Ward and Yet Kieu Ward, I was truly moved. The merger of the two wards has been publicized for over a year and widely discussed, so it has received great consensus from the people. Everyone understands that with the merger, the population will be larger, the scale will be expanded, and the conditions will be better, which will certainly create immense strength to help Ha Long City develop further."

Mr. Chu Van Bao (Luong Mong commune, Ba Che district) was also delighted to witness the historic moment of announcing the merger of the two communes, Luong Mong and Minh Cam, and their new name, Luong Minh. Mr. Bao said: "From the moment the merger of the two communes was announced, the people understood it was a very correct policy and showed high levels of consensus and unity. With this new spirit and renewed enthusiasm, the people continue to unite, strive in labor and production, and build Luong Minh commune into an increasingly civilized and developed community."

Following the administrative reorganization, Quang Ninh province now has 171 communes, wards, and towns, a reduction of 6 commune-level administrative units. The newly established communes and wards not only have a more streamlined administrative apparatus but also enjoy more favorable conditions and new development opportunities, as the merged administrative units have significantly larger areas and populations. This creates new impetus for development, contributing to the strong economic growth of the locality.

Mong Cai City Party Secretary Hoang Ba Nam affirmed: The merger will create an effect that allows commune-level administrative units to have the conditions and space for development; in particular, when merging Hoa Lac ward into Tran Phu ward, the locality will have more room for development. The large area and population size will create potential, strengths, and resources in terms of land, promoting intra-regional and inter-regional linkages… This is also a prerequisite for attracting investment, promoting and realizing local and provincial planning, opening up new spaces, shaping the driving force and solutions to create momentum for socio-economic development, ensuring national defense and security; and improving the quality of life for the people.

The immediate task is for the newly established administrative units to quickly stabilize their organizational structure and personnel, promptly develop and issue working regulations, assign specific tasks to each collective and individual, and complete related procedures to officially bring the localities into effective operation. According to Ban Van Ba, Secretary of the Party Committee of Luong Minh commune (Ba Che district): Immediately after the announcement ceremony, the commune will promptly hold a People's Council meeting to elect officials within its authority; arrange and assign personnel appropriately to the organizational structure, ensuring efficiency and effectiveness. Particular attention will be paid to immediately carrying out personnel work in preparation for the election of village heads, the Party branch congress for the 2025-2027 term, and seriously and thoroughly preparing the conditions for the first Party Congress of Luong Minh commune, term 2025-2030, in accordance with the Party's directives.

Local authorities affirmed their determination to effectively implement social security policies, ensuring the rights and stability of people's lives; focusing intensely on creating the most favorable conditions for resolving administrative procedures related to citizens regarding relevant documents and paperwork; effectively managing public assets and developing infrastructure; and ensuring security and order, maintaining national defense and security.

With strong political determination, decisive leadership and implementation, a specific roadmap, and the consensus of "the Party's will and the people's aspirations," the process of reorganizing commune-level administrative units in the province during the 2023-2025 period has been completed on schedule. The new administrative units have quickly become operational and stable. This has created new confidence and momentum; opening up new opportunities and driving forces for development on the solid foundation established in the past, with new opportunities for Quang Ninh to accelerate and achieve breakthrough development.
