Completing the draft Decree on management, protection and promotion of cultural heritage values

The Government Office has just issued Document No. 4151/VPCP-KGVX conveying the opinion of Deputy Prime Minister Mai Van Chinh on the completion of the draft Decree stipulating measures to manage, protect and promote the values of world cultural and natural heritage, underwater cultural heritage, intangible cultural heritage in the UNESCO Lists and the National List of intangible cultural heritage and policies for artisans and subjects of intangible cultural heritage.

The document sent to the Ministries of Culture, Sports and Tourism; Justice; Public Security; National Defense; Foreign Affairs; Finance; and Home Affairs stated: Considering the proposal of the Ministry of Culture, Sports and Tourism in Submission No. 139/TTr-BVHTTDL dated April 28, 2025 on the promulgation of a Decree stipulating measures to manage, protect and promote the values of world cultural and natural heritage, underwater cultural heritage, intangible cultural heritage in the UNESCO Lists and the National List of intangible cultural heritage and policies for artisans and subjects of intangible cultural heritage (draft Decree), Deputy Prime Minister Mai Van Chinh has the following comments:

The Ministry of Justice shall finalize the Appraisal Report of the draft Decree, clearly stating the opinions of the Ministries of Public Security, National Defense, Foreign Affairs, Finance, and Home Affairs in accordance with the provisions of Clause 8, Article 28 of Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government; clearly affirm whether the draft Decree is or is not qualified to be submitted to the Government; and send it to the Ministry of Culture, Sports and Tourism before May 20, 2025.

Shaping a digital transformation ecosystem to elevate heritage

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant ministries and agencies to proactively organize the review and full assessment of the impact of administrative procedures in accordance with the provisions of law on promulgation of legal documents and law on control of administrative procedures; ensure the requirements on reduction and simplification of administrative procedures related to production and business activities in accordance with the spirit of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and the direction of the Government's leaders on the submission of projects and draft legal documents (Official Dispatch No. 2241/VPCP-PL dated March 18, 2025 of the Government Office).

Review, absorb and fully explain the opinions in the Appraisal Report of the Ministry of Justice, clearly stating the contents of absorption, agreement and specific reporting on the contents of explanation and reservation of opinions; note to ensure that the contents of the regulations are within the authority, within the scope and do not omit the contents of the Law on Cultural Heritage that the Government has assigned to regulate in detail; complete the draft Decree dossier and submit it to the Government before May 25, 2025.

The Ministries of Public Security; National Defense; Foreign Affairs; Finance; and Home Affairs, according to their assigned functions and tasks, are responsible for closely coordinating with the Ministry of Culture, Sports and Tourism and the Ministry of Justice in accordance with the provisions of Clause 2, Article 15 of Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government and in the process of performing the above tasks.
