Completing the two-level local government model, ensuring effective operation in 2025

The announcement stated: Prime Minister Pham Minh Chinh welcomed and highly appreciated the determination and efforts of ministries and branches in urgently implementing tasks to reorganize the apparatus and administrative units, and build a two-level local government model. The recent results have affirmed the correctness of the policy of promoting the reorganization of the apparatus and administrative units and building a two-level government model; building a modern, professional administration that proactively serves people, organizations and businesses; and at the same time demonstrating the great efforts and determination of all levels, branches and the support of the people in implementing Resolution 60-NQ/TW dated April 12, 2025 of the 11th Central Conference, Term XIII.

In August, complete the legal system, digital infrastructure and consolidate the organizational structure for the 2-level government model.

In the coming time, in order to quickly overcome shortcomings, continue to perfect the 2-level local government organization model, maximize efficiency, and meet requirements, the Prime Minister requested that Ministers, Heads of ministerial-level agencies, and Heads of Government agencies prioritize the implementation of the following tasks:

Continue to thoroughly grasp and proactively carry out specific tasks assigned in the Conclusions and directive documents of the Politburo, the Secretariat, and the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Government Party Committee, the Government, the Party Secretary, and the Prime Minister on the arrangement and streamlining of the political system associated with the 2-level local government model. Accelerate the completion of technical infrastructure, databases, and online public services on the National Public Service Portal to ensure quality, serve the activities and operations of the Public Administration Service Center in accordance with the goals and requirements in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation; promptly fix errors on the information system managed by ministries and branches; complete in August 2025.

At the same time, continue to review and perfect the legal system related to the organization and operation of local governments at two levels, creating a synchronous and unified legal corridor to organize the apparatus for effective and efficient operation; promptly promulgate or submit to competent authorities for promulgation necessary legal documents to fully specify the tasks and powers of local governments at two levels. At the same time, provide unified guidance on arising problems, immediately overcome the lack of legal regulations or legal regulations that are still contradictory and unclear to remove institutional bottlenecks and inadequacies in accordance with the direction of the Politburo, the Secretariat, the Government, and the Prime Minister; to be completed in August 2025.

Ministries and branches coordinate with localities to continue to improve the organizational structure of administrative units after the rearrangement; urge People's Committees at all levels to promptly issue specific regulations on the functions, tasks, and organizational structures of specialized agencies under the People's Committees at provincial and communal levels according to the new model, ensuring clear people, clear work, no overlapping, and no omission of functions and tasks; ministries and ministerial-level agencies increase the dispatch of working groups to localities to grasp the situation of government operations at all levels, especially at the communal level, to promptly guide and remove obstacles and difficulties in the operation of grassroots governments; to be implemented in August 2025. Urgently implement plans to foster and train to improve the capacity of cadres, civil servants, and public employees at all levels through various forms to improve professional knowledge, administrative management, and skills in applying technology and information; Issue regulations on criteria, technical standards, and staffing norms in sectors and fields according to legal regulations (if any) as a basis for the arrangement and assignment of cadres, civil servants, and public employees; to be implemented in August 2025.

Before December 31, review and adjust provincial and municipal planning to suit new administrative boundaries and organize two-level local government.

In addition, continue to promote decentralization and delegation of authority reasonably and effectively; urgently complete the system of legal documents guiding and detailing the tasks that have been decentralized and delegated to localities to ensure that localities have sufficient authority to perform. Strong decentralization and delegation of authority must promote local initiative and creativity, while ensuring consistency in law enforcement, combined with strengthening inspection, supervision, guidance and support from ministries and branches, to avoid situations where localities do not understand correctly or do not fully perform assigned tasks. In the initial phase of operating the 2-level local government model, ministries and ministerial-level agencies need to focus on providing guidance on administrative procedures, budget management, apparatus organization and human resource management... for the provincial and communal levels, ensuring appropriateness in the authority of each level; to be implemented in August 2025.

In addition, continue to review and develop financial mechanisms suitable for the 2-level local government model, ensuring sufficient resources for localities to operate effectively. For newly-arranged provinces and cities on the basis of old administrative units, it is necessary to calculate support mechanisms and regulate resources reasonably; at the same time, strengthen management and closely monitor the use of budgets and public assets of agencies after the arrangement, avoid loss and waste, ensure resources are used for the right purposes and effectively; to be implemented in August 2025. Urgently review and adjust the planning of provinces and cities in accordance with the new administrative boundaries and the organization of 2-level local governments, aiming at socio-economic development, ensuring security and national defense. The adjustment of planning must be strictly implemented according to regulations but must not be delayed, disrupting development programs and plans being implemented in the area; completed by December 31, 2025.

At the same time, strengthen policy communication and propaganda on the purpose and significance of the organization and administrative unit arrangement and the organization of the 2-level local government model so that people understand and support it; at the same time, continue to maintain channels to receive feedback and recommendations from the grassroots for timely handling or reporting to competent authorities for resolution.

The Government meets every two weeks to evaluate the implementation of the two-level local government organization model.

Every Monday, ministries, ministerial-level agencies, and government agencies shall report on the situation, progress, and results of the implementation of the reorganization of the apparatus, administrative units, and the operation of the two-level local government organization model under their management to the Ministry of Home Affairs (and also to the Government Office) for synthesis and reporting at the Government meeting; the Ministry of Home Affairs shall coordinate with the Ministry of Science and Technology and relevant agencies to develop a sample report including criteria for ministries and branches to report uniformly.
