Faced with this reality, the key scientific task "Research on scientific and practical foundations to serve the completion of institutions, policies, apparatus organization, and administrative business processes in accordance with the Digital Government Development Strategy to 2030" (Code: KC.01.03/21-30) chaired by Associate Professor, Dr. Nguyen Van Hau, under the Program "Research on development and application of information technology to serve the development of digital government and smart cities" has been deployed, with the goal of building a solid scientific foundation for the process of completing institutions, policies, apparatus, human resources and administrative business processes.
Research theory and practice
In theory, the task is to provide a knowledge base system on organizational structure, public policies, and administrative business processes to serve the development of digital government . These studies clarify the principles, requirements, and analytical frameworks on institutions, policies, apparatus, human resources, and digital administrative business processes, thereby proposing a roadmap, solutions, and specific instructions for Vietnam to build a digital government in line with global trends and international integration requirements.

In practice, the task is to analyze and deeply evaluate the current status of e-Government construction in Vietnam, pointing out the achievements that have been made, the points that are well adapted to the requirements of developing digital Government and the limitations that need to be improved. The study pays special attention to the context of restructuring the State apparatus according to Resolution No. 18-NQ/TW, aiming to build a streamlined, effective and efficient apparatus.
Notably, the task also researches and draws lessons from developed countries, thereby proposing feasible solutions suitable to Vietnam's conditions, including recommendations on policy improvement, apparatus organization, human resource development and administrative procedures.
The research results provide a scientific and practical basis for the development of policies and laws on public service, civil servants, digital public services, management of data information systems and operations of state agencies. At the same time, it helps standardize and restructure administrative business processes, develop management information systems, build project models and government organizational structures in the context of digital government development. These solutions and guidelines can be used by management agencies in implementation at ministries, branches and localities.
In the field of science, the task is to provide databases, practical evidence and analysis systems to help evaluate the effectiveness of current solutions, point out their limitations and causes, and draw appropriate international lessons for Vietnam. This makes an important contribution to training, research, policy advice and the development of information technology solutions for state management, and is also a reference for academies, research institutes and training facilities.
Impact on society and human resource development
The research mission helps raise awareness among officials, civil servants and people about the role of digital government, encourage citizen participation in policy making and online public service provision. Furthermore, the mission enhances research capacity for participating agencies and organizations, such as the Academy of Public Administration and Management, the Academy of Posts and Telecommunications Technology, the Ministry of Home Affairs, and the Government Office .
The implementation process is also directly linked to the training of doctoral students and master students, contributing to the formation of a team of experts who have a solid grasp of the theory and practice of developing digital government. Each research group guides at least one doctoral student and two master students in related theses and dissertations, while creating a premise for further research in the fields of public management and information technology.
This task lays an important foundation for building an effective, transparent and people-oriented digital government. The research results not only provide a scientific basis for public policy, improve the organization and administrative procedures, but also contribute to improving governance capacity, promoting digital transformation and applying information technology in the entire state administrative system.
Through scientific analysis and proposed practical solutions, the task has become one of the spearheads supporting the Vietnamese Government to achieve the goal of developing a digital government by 2030, creating a solid foundation for policy and law making, human resource training and application of modern technology in state management.
