Hoang Mai tests 2-level local government: Serious, uninterrupted

According to records, the implementation of 10 contents of the pilot operation of the 2-level local government is taking place seriously; continuing to complete the work contents for the main operation from July 1, 2025.

At 8:30 a.m., at the administrative procedure reception and results department of Yen So ward, a number of citizens came to ask about administrative procedures.

Mr. Vu Tuan Dat - the officer assigned to prepare and be in charge of the public administrative service department (the "one-stop" department) during the trial operation said: "Receiving instructions from the city and the district, the People's Committee of Yen So ward has arranged the expected specialized departments, especially the department related to handling administrative procedures; along with that, preparing the material conditions for the trial operation of the 2-level local government model".

Because Yen So Ward does not have a working office, it temporarily uses part of the old Hoang Mai District Party Committee and People's Committee headquarters. The public administrative service department is also located here. Due to the urgent task implementation time and the material facilities for the commune-level public administrative service model, the ward determined that equipping the material facilities is very important. Up to now, Yen So Ward has basically completed the material facilities of the public administrative service department to operate the trial according to the new model.

Currently, the Commune Public Administration Center is still waiting for the official approval decision on the model as well as personnel, but Yen So ward has proactively arranged civil servants with sufficient capacity and experience to receive documents in accordance with regulations and instructions of specialized departments and branches. The facilities of the citizen reception department are also ready.

"When citizens have requests for administrative procedure settlement, we are ready to resolve them, ensuring that during the trial operation of the 2-level government model and when it is officially put into operation, we will smoothly resolve citizens' and businesses' records," informed Mr. Vu Tuan Dat.

Secretary of the Party Committee of Tuong Mai Ward Vo Xuan Trong said: “On the morning of June 20, nearly 100 people came to do administrative procedures. We thoroughly instructed the on-duty staff to perform their duties seriously and methodically, then urgently evaluated and learned from experience before officially operating from July 1 in accordance with regulations.”

From the perspective of the people, Mr. Nguyen Thanh Binh (Hoang Mai ward) shared: “I have high expectations for the 2-level local government model, so today I came to see how the trial operation is going. With the spirit and style of the cadres and civil servants of Hoang Mai ward in communicating with citizens, along with the modern equipment, I believe that the new model will be a real breakthrough in serving the people. However, I think that relevant agencies need to pay special attention to strengthening the transmission line, avoiding network congestion so that the handling of administrative procedures can be smooth.”
