During his lifetime, President Ho Chi Minh stated: "Cadres are the capital of the organization. With capital, profit can be made. Any policy or task, if undertaken with good cadres, will succeed, meaning profit. Without good cadres, the work will fail, meaning loss." According to him, selecting cadres is like selecting seeds; "if the seeds are good, the plant will be good," and "Promoting cadres should not be done like 'pounding rice.' 'Promoting cadres must be based on work performance, talent, and to encourage other comrades to be more enthusiastic. In this way, the work will certainly progress.'"

Following President Ho Chi Minh's ideology, the Tuyen Quang City Party Committee has led and directed the comprehensive, effective, and creative implementation of personnel work. In particular, it has focused on leading and directing subordinate Party branches and committees to review and reorganize the organizational structure, linked with downsizing the workforce, restructuring, and improving the quality of cadres, civil servants, and public employees throughout the entire political system. Annually, the planning process is reviewed, removing cadres who no longer meet the standards and adding new ones; linking planning with the preparation of personnel for Party committees and leadership and management positions at all levels; and conducting competitive examinations for leadership and management positions to ensure fairness, openness, and transparency.

The Tuyen Quang City Party Committee has effectively led the deployment and rotation of leading and managerial cadres, as well as the reassignment and transfer of civil servants and public employees within the city; focusing on training in political theory, professional development, updating knowledge, and training according to the standards, titles, and job positions of cadres; assigning breakthrough and innovative tasks to leading and managerial cadres under the management of the City Party Standing Committee, the vice chairmen of the People's Councils and People's Committees of communes and wards, and deputy heads of departments, agencies, and units...

In 2024, the City Party Committee reviewed and approved the planning of leadership and management positions for the 2020-2025 term for 517 city-level officials and 744 grassroots-level officials; 489 city-level officials and 727 grassroots-level officials reviewed and approved the planning of leadership and management positions for the next term; provided basic political theory training for 74 comrades, intermediate political theory training for 25 comrades, and advanced political theory training for 5 comrades. The Standing Committee of the City Party Committee assigned breakthrough and innovation tasks to 145 comrades, with 225 tasks... Through these efforts, the aim is to improve the quality of the cadre and Party member workforce, creating conditions for cadres and Party members to develop their abilities, strengths, and responsibilities in their duties.

Having been transferred from the Party Secretary of Nong Tien Ward to the Party Secretary of Kim Phu Commune, Comrade Phung Van Van quickly familiarized himself with the local area and grassroots level, diligently fulfilling assigned tasks. In 2024, he led and directed the completion of many tasks, including the completion of 19 criteria for advanced new rural development, leading to the commune being recognized by the Provincial People's Committee as achieving advanced new rural development standards; effectively carrying out land clearance and handover for the construction of projects in the commune, especially persuading 25 households to hand over land for the Tuyen Quang - Ha Giang Expressway Project.
