According to Mr. Vu Hong Phuong - Director of the Railway Project Management Board ( Ministry of Transport ), human resource training is the top priority in the process of planning the North-South high-speed railway project. "To operate and exploit effectively, we need to have a specific and systematic training roadmap. The staff must be prepared from the beginning to approach and master modern technology" - Mr. Phuong affirmed. Mr. Phuong said that the consultants have proposed three types of training, four levels of qualifications and five participants. The types of training include: domestic training, overseas training and a combination of domestic and overseas. Regarding qualifications, the training system will be divided into four levels: technical workers, engineers, masters and doctors. In particular, five subjects participating in training include state management agencies, project management units (about 700-1,000 personnel), operation and exploitation units (expected to train 13,800 personnel), training facilities and research institutes. "Construction contractors, industrial complexes that carry out construction, manufacture materials and components according to the plan, we can access technology according to the roadmap that requires 220,000 people. With the scale and complex technical requirements of the project, the Ministry of Transport has assigned units to develop separate projects on human resource training as soon as the project's investment policy is approved," said Mr. Phuong.

Schools leading the trend

Associate Professor Dr. Nguyen Anh Tuan, Vice Principal of Ho Chi Minh City University of Transport, said that since 2008 the school has started training in metro railway industry.

In recent years, the school has directly sent many delegations to Japan, Korea, China and Europe to learn about high-speed railways. This is the most ripe time for the school to start training on high-speed railways. Associate Professor, Dr. Nguyen Anh Tuan said that the Ministry of Transport is orienting the construction and development of human resources in the industry until 2030, with a vision to 2045, focusing on training human resources for urban railways, high-speed railways and transport infrastructure. The North-South high-speed railway project in particular is expected to require a huge human resource. To implement this project, according to Mr. Tuan, human resource preparation is very important from investment, construction to operation, this work takes a lot of time. It is necessary to focus on training early to improve initiative, quickly train a team of management and operation personnel, and apply modern technology, digitize the entire system. This is both an opportunity and a challenge for training units. "To make the most of available advantages, we will strengthen international cooperation, learn from advanced countries and absorb practical lessons from similar projects. Close cooperation with domestic and foreign enterprises will also create opportunities for practical experience, thereby supporting the process of technology transfer and effective application to Vietnam's modern transportation system," Associate Professor Dr. Nguyen Anh Tuan shared.
