Security Council holds emergency meeting on situation in Lebanon

On October 10, diplomats at the United Nations Security Council (UNSC) called for strengthening the Lebanese army as well as implementing the 2006 UNSC resolution on the de-arming of the border area between Lebanon and Israel.

According to information posted on the official website of the UN UN News , speaking at the meeting of the Security Council, Deputy US Ambassador to the UN Robert Wood said that the international community must focus its efforts on strengthening Lebanon's state institutions.

“The solution to this crisis … is a strong and truly sovereign Lebanon, protected by a legitimate security force,” he said.

Agreeing with this view, French Ambassador to the UN Nicolas de Riviere said that Paris wants to increase support for Lebanese institutions, especially the country's armed forces, in terms of equipment and skills.

He also said that one of the goals of the conference that France plans to host in Lebanon on October 24 is to ensure Lebanon's sovereignty.

For his part, Lebanon's acting ambassador to the UN Hadi Hachem said: "Only diplomatic solutions and the implementation of international resolutions, commitments to international law and international humanitarian law are the means to end the war."

Meanwhile, according to Israeli Ambassador to the UN Danny Danon, resolution 1701 must be implemented, along with resolution 1559 of 2004 on disbanding and disarming all irregular forces in Lebanon.

Also speaking at the meeting, UN peacekeeping chief Jean-Pierre Lacroix said the UN Peacekeeping Mission in Lebanon (UNIFIL) is ready to support all efforts towards a diplomatic solution, but stressed that the parties must implement the provisions of resolution 1701 themselves.

Resolution 1701, passed in 2006, was intended to support the Lebanese army in keeping the southern border area with Israel free of weapons or armed forces other than those of the Lebanese government.

The resolution also prohibits all parties from crossing the Green Line – a UN-mapped line separating Lebanon from Israel and the Tel Aviv-controlled Golan Heights – by land or air, a resolution that has been routinely violated by both sides.
