Roundtable conference to promote cooperation between Ho Chi Minh City and Japanese businesses 2025

(HTV) - A roundtable conference between leaders of the Ho Chi Minh City People's Committee and the Japan Chamber of Commerce and Industry in Ho Chi Minh City (JCCH) took place on the morning of December 12th, focusing on resolving obstacles and creating a favorable investment environment for Japanese businesses.

Roundtable Conference between Leaders of the Ho Chi Minh City People's Committee and the Japan Chamber of Commerce and Industry in Ho Chi Minh City (JCCH)

On the morning of December 12th, a roundtable conference between the leaders of the Ho Chi Minh City People's Committee and the Japan Chamber of Commerce and Industry in Ho Chi Minh City (JCCH) took place, further affirming the effective dialogue mechanism and cooperative efforts in creating favorable conditions for Japanese investors in Ho Chi Minh City.

The conference was chaired by Comrade Nguyen Van Duoc – Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the People's Committee of Ho Chi Minh City. The roundtable conference focused on four core issues , reflecting the concerns that the Japanese business community needs addressed: labor law; taxation; customs; and living environment.

Mr. Nakagawa Motohisa, Head of the Business Environment Department, expressed his gratitude to the Ho Chi Minh City government for listening to and supporting the difficulties and challenges that Japanese companies have faced in their business operations. Many issues have been resolved, and Japanese businesses are particularly interested in obtaining land use rights certificates and are hoping that administrative procedures will be more streamlined in the future.

Mr. Onose Takahisa, Head of the Tax and Customs Department of JCCH, shared that many Japanese businesses expect VAT refunds to be processed more quickly and that procedures for closing representative offices will be carried out more smoothly. This year, five new issues have arisen, but these have been clearly and promptly resolved by the city government.

Ms. Takami Hisayo, Head of the Environment and Life Department of JCCH, shared her thoughts on the operation of Tan Son Nhat Airport, expressing her hope to promote the use of automated control gates and facial recognition systems, and to soon implement the use of immigration cards for foreigners to pass through the gates. Secondly, regarding the city's transportation policy, she expressed her desire to know the city's plan and roadmap for transitioning from gasoline-powered to electric vehicles, as this issue significantly impacts the operations of businesses.

Comrade Nguyen Van Duoc - Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City - delivered a speech at the conference.

Comrade Nguyen Van Duoc - Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City, stated at the conference: "According to Resolution 98, there are many policies that go beyond the established framework, and projects for strategic investors will have more strategic solutions. Resolution 98 covers many areas: railways, free trade zones, etc. Simultaneously, administrative procedures have been and are being reduced to better serve the people. We hope for frank discussions during the transition to a service-oriented approach. We always listen and cooperate in addressing issues encountered during production and business activities, and we hope to always work together to resolve administrative reform issues."

Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, further stated that in 2026, Ho Chi Minh City will implement many key projects to improve transportation infrastructure for the city and neighboring localities. Simultaneously, an International Financial Center will be established, providing a better channel to serve FDI businesses in the future. City leaders also hope to receive support and cooperation from Japan in areas where Japan excels, such as green economy , circular economy, and high-quality human resource training.

Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, also affirmed that after today's roundtable conference, each department and agency must effectively implement the plan and fulfill its promises, so that Japanese businesses in particular, and foreign businesses operating in the city in general, can operate efficiently.
