Conference on guidelines for developing plans and budget estimates for science, technology, innovation and digital transformation in 2026

At the Ministry of Science and Technology , the meeting was attended and chaired by Deputy Minister of Science and Technology Bui Hoang Phuong; representatives of the Department of Planning and Finance; Department of Social Sciences; Department of Innovation, Department of Digital Transformation; focal units managing science, technology, innovation and digital transformation activities (KHCN, DMST and CDS) under the Ministry, and 34 online meetings at the Departments of Science and Technology nationwide.

At the Dak Lak Department of Science and Technology, there were representatives of leaders of departments and focal units managing science, technology, innovation and digital transformation activities under the Department.

Deputy Minister of Science and Technology Bui Hoang Phuong delivered the opening speech at the Conference. He emphasized the importance of developing a systematic, scientific and effective plan and budget estimate, ensuring consistency, unity and transparency throughout the sector. In particular, the Deputy Minister noted the effective integration of the three groups of science and technology, innovation and digital transformation in the process of planning and allocating the state budget, in order to create a strong driving force for sustainable development.

The main objective of the Conference is to provide detailed guidance on the process of developing the Plan and budget for 2026. Representatives of the Department of Planning and Finance presented important orientations in each field: Science and Technology, Innovation and Digital Transformation. The Conference also focused on evaluating the effectiveness of activities and tasks in each field, ensuring that resources are used optimally.

At the Conference, representatives of some local Departments of Science and Technology frankly raised difficulties and obstacles in the implementation process. These issues were noted, discussed and promptly answered by representatives of Departments and Bureaus, contributing to removing bottlenecks and creating favorable conditions for localities in implementing the work.

The conference is considered an important step to improve the quality of budget management, promote science and technology, innovation and digital transformation activities nationwide, contributing to the overall development of the country.
