Conference to disseminate Decree No. 60/2024/ND-CP on market development and management

On July 26, the Ministry of Industry and Trade held an online conference to disseminate Decree No. 60/2024/ND-CP dated June 5, 2024 of the Government on market development and management. Deputy Minister of Industry and Trade Truong Thanh Hoai chaired the conference. Attending at the Phu Tho province bridge were representatives of leaders of a number of departments, branches and localities.

The conference disseminated the basic contents and outstanding new points of Decree No. 60/2024/ND-CP dated June 5, 2024. Accordingly, Decree No. 60/2024/ND-CP consists of 5 Chapters, 38 Articles and 2 appendices, including a number of new points stipulated such as: Regarding investment in market construction, allowing localities to proactively balance State budget capital to invest or support investment capital in developing traditional markets and wholesale markets in the area, in accordance with the practical situation, urgency, provisions of law on public investment, State budget and other relevant legal provisions. The Decree supplements the obligations of investors in market construction, especially related to: Maintenance during the market construction investment project cycle; public disclosure of information and consultation with relevant parties when relocating and rebuilding; developing plans and policies to support relocation; maintain temporary markets...

The Decree clarifies that markets are managed by enterprises, cooperatives that invest, trade, exploit, manage markets or entities assigned to manage market infrastructure assets for assets invested by the State... instead of the Management Board as before. The Decree has cut administrative procedures for regulations related to: Market regulations; management of business locations at markets; at the same time, supplemented regulations on management, use and exploitation of market infrastructure assets invested or supported by the State to implement the Law on Management and Use of Public Assets...

At the conference, delegates discussed and answered local opinions and concerns regarding the implementation of Decree No. 60.

Speaking at the conference, Deputy Minister of Industry and Trade Truong Thanh Hoai emphasized: Decree No. 60/2024/ND-CP dated June 5, 2024 of the Government on market development and management plays an important role in improving the quality of management and development of local markets; ensuring safety and legitimate interests for consumers and businesses. With the clear assignment of responsibilities of ministries, branches and localities in market development, Decree No. 60/2024/ND-CP is assessed that when implemented, it will create initiative for localities in investing and developing markets, solving practical difficulties and problems that localities are facing in market development and management.

From there, it contributes to the harmonious development of traditional and modern trade infrastructure, in line with the goals, tasks, and main solutions for developing domestic trade in the Strategy "Developing domestic trade until 2030, with a vision to 2045" approved by the Prime Minister. This is also an important legal basis for localities to continue to strengthen the development and management of markets effectively.
