Resolution 98: An important foundation, but no longer enough for new megacities
After more than 2 years of implementation, Resolution 98 has brought about clear results: 36/44 groups of mechanisms and policies have been implemented , contributing significantly to the economic recovery process after the COVID-19 pandemic. The Resolution also laid a legal foundation to help Ho Chi Minh City transform in a new development phase, especially when the urban space expanded with the merger with the two provinces of Binh Duong and Ba Ria - Vung Tau .

Ho Chi Minh City becomes Vietnam's first megacity, requiring more innovative mechanisms and policies.
However, according to National Assembly delegates, the expansion of administrative areas creates new requirements beyond the scope of the current Resolution 98, requiring a more flexible and compatible legal framework.

It is impossible to operate a megacity using the old mechanism.
Many National Assembly delegates believe that Ho Chi Minh City is taking on a new responsibility: not only being an economic locomotive but also a megacity with an expanded role in all three pillars of economy - culture - society. Therefore, an open and transparent mechanism is an urgent requirement.

Meanwhile, some post-merger legal regulations have become outdated and no longer suitable for current scale and governance needs.
