National conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term

(gialai.gov.vn) – On the morning of November 15, at the Dien Hong Conference Room, the National Assembly House, the National Election Council held a national conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The conference was held in a combination of in-person and online sessions at provincial and commune-level bridges in 34 provinces and cities nationwide.

Attending the conference at the main bridge were General Secretary To Lam; President Luong Cuong; National Assembly Chairman, Chairman of the National Election Council Tran Thanh Man; Standing member of the Secretariat Tran Cam Tu; Politburo members, Party Central Committee Secretaries; Party Central Committee members; leaders of central departments, ministries and branches.

Speaking at the opening of the conference, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man emphasized that in exactly four months, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will take place. This is a major political event for the country, taking place at a time of special significance. The entire Party, people and army are striving to compete to achieve achievements to welcome the 14th National Party Congress; the revolution of streamlining the organization of the political system, operating the two-level local government model, and rearranging administrative boundaries opens up new development space and new driving forces, which are fundamental conditions to maintain stability and development, to govern a modern country, promote rapid and sustainable growth, and better ensure the material and spiritual life of the people. The National Assembly also looks forward to celebrating the 80th anniversary of the first General Election to elect the Vietnamese National Assembly.

The Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, Party committees at all levels, authorities, the Fatherland Front, and organizations have identified this as one of the key tasks of 2026. The Chairman of the National Assembly and Chairman of the National Election Council said that this election has many important new points such as: Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, setting the election date on March 15, 2026, 2 months earlier than previous elections. Shortening the time in the steps of the election process: the time from the end of submitting candidacy dossiers to the election day is reduced from 70 days to 42 days; the time frames for consultation, announcement of the list of candidates, settlement of complaints and denunciations are also adjusted accordingly, ensuring consistency and suitability to reality.

Adjust the authority to determine polling areas and organize elections according to the two-tier local government model. Diversify election campaign methods, in addition to direct voter contact, allowing online organization or combining direct and online with conditions ensuring technical, information security and network security. In particular, there is a mechanism allowing the National Election Council to proactively adjust the time and guide election organizations when practical situations arise, ensuring the progress and effectiveness of election organization.

Comrade Tran Thanh Man suggested that the delegates attending the conference focus on studying documents, and discuss unclear issues and practical issues at the local and grassroots levels; at the same time, relevant agencies listen to and respond to the issues raised by the delegates.

“Each election has its own context, advantages and difficulties, and new situations may arise, but with high political determination and close leadership and direction of the Party Central Committee, the Politburo, the Secretariat, and Party committees at all levels in the election preparation work, it is the most important factor to ensure the victory of the election. Along with that, there is determination, closeness, proactiveness, creativity, flexibility, closeness to the practical situation and geographical conditions of each locality; the assignment and close and effective coordination between relevant agencies and organizations in the entire election work, creating transparency, clarity, unity, and continuity from the Central to the grassroots level; especially paying attention to and properly implementing the requirements in Directive No. 46 of the Politburo: the entire political system must unite, strengthen coordination, focus on preparing the necessary conditions to successfully organize the election, ensuring that the election is conducted democratically. Speaking at the conference, General Secretary To Lam affirmed: Today's conference is very important, a concrete step to implement the Politburo's direction on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term - a major political event of the country, taking place right after the 14th National Party Congress. Since the first General Election in 1946, our country has successfully organized 15 National Assembly elections. The 16th election - taking place on the occasion of the 80th anniversary of the first General Election, will continue the country's democratic source, affirming the strength of great national unity to bring the country to steady development in the new era. The success of the election will create an important starting point for building and perfecting the State apparatus for the new term, creating a solid political and social foundation to successfully implement the Resolution of the 14th National Party Congress. This is also an opportunity for us to affirm the Party's leadership capacity, the State's management effectiveness and the operational efficiency of the political system in the context of having just completed the streamlining of the organizational apparatus, merging administrative units, and reorganizing local governments according to the two-tier model. Therefore, this election is identified as a key political task of 2026. The task for the entire Party, people and army at this time is to organize the preparation work well, ensuring the election is successful, taking place democratically, in accordance with the law, safely, economically and truly a great festival for the people of the whole country.

To ensure the success of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, General Secretary To Lam emphasized five key issues.

First, focus on good leadership of personnel work - the most crucial stage of the election. The introduction of candidates must be carried out publicly and transparently, listening to widespread opinions from the grassroots, but must be closely linked to the planning of cadres, to the results of party congresses at all levels and closely following the requirements of streamlining the political system's apparatus, implementing the two-level local government model; ensuring inheritance, connectivity and innovation. The structure of delegates must ensure harmonious representation between sectors, classes, genders, ages, regions; with appropriate proportions of full-time delegates, female delegates, young delegates, delegates from ethnic minorities, intellectuals, workers, farmers, businessmen, artists, religious dignitaries... so that the National Assembly and People's Councils are truly a vivid face of the great national unity bloc. Strive to elect enough number and structure of delegates, but the quality of delegates must be put first. Priority should be given to introducing people with innovative thinking, who dare to think, speak, do, and take responsibility; who have the vision and capacity to participate in policy making for local and national development in the new period.

Second, well organize the consultation, selection and introduction of candidates, promote the people's mastery throughout the election process. Party committees at all levels need to focus on leading and closely directing the organization of consultation conferences at all levels to make lists of candidates for the National Assembly and People's Councils in accordance with legal procedures. Promote the important role of the Vietnam Fatherland Front and its member organizations in the consultation process, introduction of candidates as well as supervision of the election process. The entire consultation process must be conducted democratically, objectively, publicly and transparently in accordance with legal regulations; strengthen inspection and supervision of implementation, resolutely not allowing negative phenomena such as unhealthy campaigning to occur. Create the most favorable conditions for all citizens to fully exercise their right to run for election and their right to vote in accordance with the law, absolutely not allowing any illegal obstruction to infringe upon the people's mastery.

Third, promote propaganda and mobilization work, create an exciting and consensus atmosphere in society and raise the awareness and responsibility of voters. Propaganda widely so that all cadres, party members and people clearly understand the meaning and importance of the election, see the honor and responsibility of each voter's vote for the future of the country. Each locality, each agency and organization should launch exciting emulation movements to welcome the election; organize forums, conferences to meet voters, competitions to learn about election laws... suitable to specific conditions, creating a vibrant political atmosphere, truly a festival for all people.

Fourth, ensure political security, social order and safety and promptly handle election issues. Election security and safety must be prepared proactively, comprehensively and closely.

Fifth, strengthen the application of information technology and coordinate smoothly between agencies and organizations in the entire political system to successfully organize the election. Promote the application of information technology in the management and operation of the election, from the stage of creating and updating the voter list, supporting consultation to reporting election results; but special attention must be paid to ensuring network safety, security and information confidentiality, avoiding errors and data leaks.

General Secretary To Lam believes that with the determination and drastic leadership and direction of Party committees at all levels; the close coordination of agencies and organizations in the political system; and the consensus and active response of nearly 100 million voters and people nationwide, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be a great success, truly becoming a festival of the entire nation - where the Party's will blends with the people's hearts, continuing to arouse the aspiration to rise up and build a strong, prosperous Vietnam, with free, prosperous and happy people.
