Conference to deploy instruction No. 05/HD-MTTQTW-BTT of the Standing Committee of the Central Committee of the Vietnam Fatherland Front

On August 15, the Son La Provincial General Science Association held a conference to deploy instruction No. 05/HD-MTTQTW-BTT of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on continuing to implement, arrange, streamline, and merge mass organizations assigned by the Party and State at the provincial and communal levels and propose a method for merging and streamlining the apparatus.

Conference overview.

At the conference, the Son La Provincial General Science Association deployed Instruction No. 05/HD-MTTQ-BTT of the Central Committee of the Vietnam Fatherland Front on continuing to implement, arrange, streamline, and merge mass organizations assigned by the Party and State at the provincial and communal levels. At the same time, it gave opinions on the draft Project on arranging and streamlining mass organizations assigned by the Party and State by the Party Committee of the Central Fatherland Front of mass organizations.

Conference delegates.

At the 11th Central Conference of the 13th tenure, the policy of rearranging, streamlining and merging the organizational structure of the Vietnam Fatherland Front and socio- political organizations and mass associations assigned by the Party and the State was agreed upon. Accordingly, socio-political organizations and 30 mass associations were rearranged according to the model of being directly under the Central Committee of the Vietnam Fatherland Front, reducing focal points, avoiding overlapping tasks and improving operational efficiency.

Conclusion No. 174-KL/TW dated July 4, 2025, Conclusion No. 177-KL/TW dated July 11, 2025 and Conclusion No. 178-KL/TW dated July 17, 2025 of the Politburo on continuing to improve and rearrange administrative units at district and commune levels, in which the Party Committee of the Vietnam Fatherland Front and Central mass organizations are assigned to continue to review and streamline mass organizations assigned by the Party and State in the direction of reducing the number of associations, streamlining the internal apparatus, eliminating intermediaries, and operating practically and effectively.

Accordingly, the draft Project is built on the spirit of reducing focal points, streamlining the organization, and innovating the operation methods of associations assigned by the Party and the State to ensure both inheritance and stability, as well as breakthroughs, development, efficiency, and practicality based on 4 viewpoints, 5 principles, and 6 criteria, specifically: Criteria on necessity according to the strategic orientation of national development; criteria on overlapping functions and objects; criteria on scale of operation and scope of influence; criteria on financial and human resource autonomy; criteria on historical factors and international commitments, and criteria associated with the specificity of the mass objects.

Also at the conference, the Provincial General Science Association asked for the opinion of the advisory council on the content and form of the workshop "Digital transformation in agricultural cooperatives in Son La - Issues, current situation and solutions". The workshop aimed to comprehensively assess the current situation of the level of digital technology application in agricultural cooperatives in Son La; point out the main difficulties, challenges and barriers that agricultural cooperatives are facing in the digital transformation process, such as capital, human resources, technology infrastructure and policies; synthesize and propose practical and highly feasible models, experiences and solutions to promote the digital transformation process, contributing to improving productivity, product quality and competitiveness of Son La agricultural products.
