Conference to implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government

Deputy Minister of Culture, Sports and Tourism Ta Quang Dong chaired the Conference.

The program to reduce and simplify administrative procedures related to production and business activities sets the target for 2025: abolish at least 30% of unnecessary investment and business conditions; reduce at least 30% of the processing time of administrative procedures, 30% of the cost of complying with administrative procedures; 100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork; 100% of administrative procedures are performed regardless of administrative boundaries within the province; Complete the implementation of 100% of the plan on decentralization of authority to handle administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister; 100% of internal administrative procedures between state administrative agencies and within each state administrative agency are reviewed, reduced, simplified in procedures, processing time, implementation costs, and revised and improved to be consistent with the implementation of streamlining and reorganizing the apparatus, while ensuring smoothness and efficiency.

By 2026, 100% of unnecessary or conflicting, overlapping or general, non-specific or unclear investment and business conditions will be reduced and simplified; 100% of investment and business conditions of industries and professions not included in the list of conditional investment and business sectors and professions of the Investment Law will be abolished. The time for handling administrative procedures will be reduced by 50% and the cost of complying with administrative procedures will be reduced by 50% compared to 2024; 100% of administrative procedures prescribed in technical regulations and mandatory standards must be published, reviewed, reduced and simplified; 100% of enterprise reporting regimes will be implemented electronically. 100% of internal administrative procedures in each state administrative agency will be internally managed in the electronic environment. 100% of information, papers, and documents in administrative procedures related to production and business activities are provided only once to state administrative agencies. 100% of eligible administrative procedures are performed online throughout the process.

Conference scene.

Assessing the implementation of Resolution 66/NQ-CP as a very important task, Deputy Minister Ta Quang Dong requested units to thoroughly grasp, seriously, fully, consistently and effectively implement the guiding viewpoints, goals, tasks and solutions set out in the Resolution.

At the conference, representatives from units under the Ministry of Culture, Sports and Tourism discussed the implementation of administrative procedures at each unit. All opinions agreed on the necessity of cutting and simplifying administrative procedures and said that they would quickly re-evaluate all administrative procedures based on the practical operations of each unit.

Deputy Minister Ta Quang Dong suggested that after this Conference, units must conduct a comprehensive review of administrative procedures and cut unnecessary procedures. The implementation needs to have a specific roadmap, ensuring the correct time and progress as stated in the Resolution.

"The reduction and simplification of administrative procedures, if well implemented, will contribute to creating a favorable, healthy and fair business environment, promoting innovation and creativity, and improving the effectiveness and efficiency of state management. At the same time, it will help organizations and individuals operating in the fields managed by the Ministry to remove existing bottlenecks to continue operating effectively," the Deputy Minister emphasized./.
