- On the morning of June 26, Deputy Prime Minister Tran Hong Ha chaired an online conference to review 3 years of implementing Resolution No. 18-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improve the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country (Resolution 18); evaluate 1 year of implementing the 2024 Land Law and amend and supplement the 2024 Land Law.
Attending the conference at Lang Son province were comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee and representatives of leaders of a number of departments and branches in the province.
According to the report at the conference, after 3 years of implementing Resolution 18, Party committees, Party organizations and authorities at all levels have issued plans, organized dissemination and institutionalized quite comprehensively the viewpoints and orientations of the resolution.
In particular, the 2024 Land Law and detailed implementing documents have basically institutionalized the contents of the resolution, bringing many positive impacts, creating a clearer legal basis, minimizing overlaps and inadequacies in land management; resolving and removing difficulties and obstacles in practice and requirements of the development process; enhancing responsibility, transparency in land access, minimizing corruption and negativity. Administrative procedure reform has been promoted to reduce procedures and intermediary stages; promoting digital transformation, building databases in the land sector, contributing to improving the efficiency of state management, providing public services, and resolving administrative procedures for people and businesses.
For Lang Son province, the work of building and promulgating legal documents on land has been carried out by the Provincial People's Committee in accordance with its authority, promptly adjusting a number of issues arising during the direction and administration process.
At the conference, delegates discussed the contents related to Resolution 18, Land Law 2024, focusing on difficulties, limitations, and problems such as: planning, land use plans; land recovery, compensation, support, resettlement; land allocation, land lease, permission to change land use purposes; land prices... From there, propose and recommend amending some contents to suit the current practical situation.
In his concluding remarks at the conference, Deputy Prime Minister Tran Hong Ha requested the drafting agencies to absorb the opinions of ministries, branches and localities to supplement and continue to perfect land laws and policies, contributing to improving the effectiveness and efficiency of land management in the coming time. At the same time, perfecting institutions, policies and laws on land; developing land use fee exemption and reduction policies in accordance with the actual conditions and investment attraction needs of each locality; perfecting legal provisions related to inspection, examination, settlement of complaints, denunciations and land disputes in accordance with the 2-level local government model; supplementing cases where the State reclaims land regardless of the investment capital source, land reclamation is one step ahead to prepare clean land for investment projects, especially urgent and key projects...
