Online conference to promote the progress of implementing 500 kV line 3 projects

Attending and chairing the conference at the Ninh Binh province bridge were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending were representatives of leaders of a number of departments, leaders of Kim Son district and a number of related units.

The 500kV power line project from Quang Trach to Pho Noi has a total length of about 519 km with 1,179 column foundations; the total investment is about 22,000 billion VND. The project passes through 211 communes and wards of 43 districts in 9 provinces, the starting point is Quang Trach Power Center, the ending point is Pho Noi 500kV Transformer Station.

The project plays a particularly important role in connecting the inter-regional power grid, contributing to ensuring electricity supply for the North and ensuring energy security. The project is invested by the National Power Transmission Corporation under EVN.

To date, all component projects have completed investment preparation work in accordance with legal regulations with a total of 226 bid packages. The selection of contractors has been and is being implemented on schedule, striving to be completed by early February 2024.

To implement the project, the National Power Transmission Corporation has coordinated with local authorities where the project passes to increase propaganda and mobilize households to receive advance payments and promptly hand over the site to the investor.

In Ninh Binh, the project is over 7km long, including 21 pole locations passing through 11 communes of Kim Son district. Ninh Binh is the first locality out of 9 provinces to have mobilized to hand over the land for 21/21 pole locations.

At the conference, leaders of ministries, branches, units and localities pointed out the advantages and difficulties, shared experiences in the process of implementing projects, especially in site clearance, handover of column foundation positions, construction work... At the same time, they showed their determination in directing, operating and effectively implementing assigned projects according to plan.

Speaking at the conference, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc affirmed: Implementing and strictly grasping the direction of the Prime Minister, the Government and the Steering Committee, Ninh Binh has seriously grasped and deployed the organization of project implementation. By January 15, the entire land area including land for construction, borrowed land for construction and roads for construction had been handed over to the investor and contractors. Therefore, the implementation in the province has ensured progress, quite favorable, the investor has started construction.

The province has been proactive in implementing procedures for land recovery, adjusting land use planning, supplementing plans for site clearance compensation; promoting propaganda and mobilizing people to understand the national and long-term benefits of the project early, creating unity in the implementation process.

Since the implementation of the construction, the province has closely coordinated with construction contractors, businesses, and local workers to ensure security and order, logistics, and local authorities have also created favorable conditions for the construction unit.

Ninh Binh commits to provide maximum support to implement the project according to the schedule directed by the Prime Minister.

The Chairman of the Provincial People's Committee also proposed that the Prime Minister consider stopping the operation of Ninh Binh Thermal Power Plant due to its long construction history (50 years), outdated technology, small capacity, and construction location in the heart of Ninh Binh city, near the national historical site of Ngoc My Nhan Mountain and the special national site of Non Nuoc Mountain. It is proposed to relocate this plant so that Ninh Binh can soon implement the policy of developing the province into a tourist center of the region and the whole country.

In the general planning of Ninh Binh province, a clean energy production center in Kim Son district has been added to connect to the 500kV line. Ninh Binh is also ready to commit to coordinate and support resources for implementation.

At the conference, Ninh Binh Provincial Party Secretary Doan Minh Huan also expressed his high determination, great efforts, and drastic actions to implement the goals, plans, roadmaps, and directions of the Prime Minister.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized the importance of the 500 kV Circuit 3 Transmission Line Project. This is a national key and urgent project, playing an important role in national energy security, especially in the Northern region. With the spirit of not allowing power shortages for production, business and consumption in 2024 and the following years, not allowing power shortages to occur as in 2023, the Prime Minister emphasized the determination of the Government and the Government Standing Committee on the goal of completing the project before June 30, 2024. Requesting ministries, branches, localities, and contractors to urgently implement assigned tasks; regularly inspect, urge, remove difficulties, and overcome challenges in the process of project implementation.

Ministries, sectors and localities must coordinate closely in speeding up construction progress, ensuring technical and quality works; ensuring no negativity, corruption or vested interests; ensuring labor safety, preventing unfortunate incidents as well as ensuring environmental hygiene, not affecting people's lives.

The Prime Minister requested that leaders of localities where the project has been implemented actively take part in promptly resolving difficulties and problems in the process of implementing the project in the locality; assigned Deputy Prime Minister Tran Hong Ha to chair monthly meetings and report on the progress of project implementation; assigned Deputy Prime Minister Tran Luu Quang to preside over handling issues related to the conversion of forest land use purposes for the project.

Prime Minister Pham Minh Chinh emphasized a number of key tasks and requested ministries, branches and localities to focus on implementing them in the coming time, such as: Continuing to promote propaganda work; effectively implementing site clearance tasks; logistics work, route corridors; foundation and column construction work; pulling wires; ensuring security and order... Require relevant units to pay attention to the material and spiritual life of cadres, engineers and construction workers on projects, especially during holidays and Tet. Investors and construction units need to work with the spirit of "Only work, no retreat"; "overcome the sun and overcome the rain"; "eat quickly, sleep urgently"; "work in 3 shifts, 4 shifts"; "work through holidays and Tet".

The Prime Minister welcomed the policy of the Vietnam General Confederation of Labor on launching a sprint emulation movement to implement projects associated with major national events such as the anniversary of the complete liberation of the South, the reunification of the country on April 30, the Dien Bien Phu victory... At the same time, he noted that during the implementation process, there should be timely rewards and discipline.
