At the workshop, Dr. Hoang Hong Hiep, acting director of the Central Institute of Social Sciences , said that Dung Quat Oil Refinery plays a huge role in promoting GRDP growth, developing enterprises and creating jobs not only for Quang Ngai and the Central region but also for the GDP of the whole country.

According to Dr. Hiep, Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on "Socio-economic development and ensuring national defense and security in the North Central and Central Coast regions" is to promote the successful construction of a petrochemical refinery center in Quang Ngai, with a petrochemical industrial ecosystem associated with the oil refining industry.
According to the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks, up to now there have been 347 investment projects in Quang Ngai with a total registered investment capital of VND353,499 billion (over USD18.5 billion), including 58 foreign projects (USD1.85 billion).
Since the Dung Quat Oil Refinery was built, Quang Ngai province has become a province with a large budget revenue source in the country, with an economic scale of 121,668 billion VND, ranking 18/63 provinces and cities nationwide.
In the 2009-2022 period, Dung Quat Oil Refinery contributed 115,000 billion VND to the central budget and import-export tax from this economic zone was about 56,000 billion VND.
However, according to the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks, the central budget only supports infrastructure investment for Dung Quat Economic Zone with 1,583 billion VND (equal to 0.9% of revenue).
Currently, the economic zone's infrastructure is degrading, so in the 2022-2025 period, the Dung Quat Economic Zone Management Board and Quang Ngai industrial parks proposed that the Central Government provide targeted budget support from the revenue of Dung Quat Oil Refinery to invest in infrastructure and solve social security here.
Associate Professor, Dr. Vo Van Minh, Chairman of the Council of the University of Education, Danang University, spoke at the conference.
At the workshop, delegates and scientists also discussed many issues related to the impact of the Dung Quat Oil Refinery project, investment attraction, development of trade, transportation, social security, culture and environmental protection in Quang Ngai province.
Concluding the workshop, Mr. Ha Hoang Viet Phuong, Head of the Management Board of Dung Quat Economic Zone and Industrial Parks of Quang Ngai province, said that the opinions of the delegates were all objective, especially those of the scientists, who presented very responsible scientific research, based on elaborate data and figures.
According to Mr. Phuong, the contribution of the Oil Refinery to Quang Ngai, the Central region and the country is very clear. Over time, this contribution has become more evident. For example, the average income per capita in Quang Ngai in 2005 was 319 USD/year, in 2022 it was more than 3,900 USD/year. As for budget revenue, in 2005 Quang Ngai province collected more than 540 billion VND, by 2022 it was more than 33,000 billion VND. This figure clearly shows the contributions of Dung Quat Oil Refinery to the socio-economic development of Quang Ngai province.
Mr. Ha Hoang Viet Phuong, Head of Dung Quat Economic Zone Management Board and Quang Ngai Industrial Parks, spoke at the workshop.
According to Mr. Phuong, the factory is also a magnet attracting large projects to Dung Quat Economic Zone, such as Hoa Phat - Dung Quat Steel Factory, Doosan Vina and a series of other projects that have been and are being invested here.
"Without Dung Quat Oil Refinery, there would be no investment in Dung Quat deep-water seaport, no shaping of Dung Quat Economic Zone and future major projects," Mr. Phuong affirmed.
However, Dung Quat Economic Zone has now been reshaped to control and manage the environment, avoiding the situation of economic development reaching an uncontrollable level. If it develops like that, it cannot be sustainable.
According to Mr. Phuong, the development orientation of Dung Quat Economic Zone is green development, environmentally friendly, sustainable development, smart development and development in the direction of industry and tourism. Accordingly, industry in Dung Quat Economic Zone will develop the economy, produce goods and products. Tourism is an ecological factor.
"If we attach tourism here, the environmental protection awareness of investors and people will be clear. The good thing about Dung Quat Economic Zone is taking advantage of the coastal area from Van Tuong Urban Area to Binh Chau Commune (Binh Son District, Quang Ngai) connecting Ly Son Island to connect coastal tourism. That is also a factor linking industry with tourism," said Mr. Phuong.
