
According to the report of the Department of Population: In recent years, the Vietnam Family Planning Program has achieved important achievements. Vietnam has successfully controlled the rapid increase in population size. The average annual population growth rate of the 2009 - 2019 period was 1.14%, much lower than the previous 3-4 decades of around 3%/year. The total fertility rate (TFR) decreased from 6.3 children/woman (in 1960) to 2.09 children/woman (in 2006) and remained at the replacement level from 2016 to 2021, maintaining a suitable population growth rate; our country has entered the golden population structure period since 2007, creating great advantages for the socio -economic development process; the population quality and human development index (HDI) of our country are constantly increasing...
In addition to the achieved results, the current family planning program still faces many difficulties and challenges, with a number of practical problems arising, directly impacting the country's sustainable development: unwanted pregnancies, high abortion rates, and an increasing infertility rate; unmet need for contraception remains high, especially among adolescents, young people, and migrants. In particular, the birth rate among adolescents is still high compared to other countries in the region, affecting the improvement of maternal and child health and the happiness of millions of families, and the ability to have the desired number of children.
Therefore, the Family Planning Program needs adequate resources from the State, cooperation programs with agencies, units and organizations at home and abroad to increase access to services in population work, especially family planning and improve population quality, contributing to maintaining social benefits, people's health, and deciding on the desired number of children.
Implement the Program to strengthen, develop and improve the quality of family planning services by 2030 according to Decision No. 1848/QD-TTg dated November 19, 2020 of the Prime Minister, which assigns the Ministry of Health to coordinate with agencies and units to organize the implementation and review 5 years of implementation of the Program and report to the Prime Minister according to regulations.

At the workshop, opinions focused on discussing and contributing to the following contents: paying attention to reviewing, supplementing and perfecting the system of legal documents related to family planning services to ensure consistency and unity, including researching and proposing priority policies; promoting communication on the benefits of family planning for maternal and child health, ensuring reproductive health, improving population quality, contributing to stable development and maintaining replacement fertility nationwide; prioritizing support for vulnerable groups, poor households, near-poor households, ethnic minorities, people living in remote, border and island areas; promoting socialization, increasing the mobilization of community resources to implement family planning work; requesting provinces and cities to include the goals and targets of the Program to strengthen, develop and improve the quality of family planning services by 2030 in the development of annual plans and programs of localities...

The opinions at the Workshop contributed to completing the 5-year summary report on the implementation of the Program "Consolidating, developing and improving the quality of family planning services until 2030" to ensure feasibility and effectiveness when implemented in practice; orienting the next phase in line with the rearrangement of administrative units according to two-level local governments to ensure the provision of basic health services, including population work and family planning. This is also the basis for the provinces and cities after the rearrangement to develop and promulgate a Plan to implement the Program to consolidate, develop and improve the quality of family planning services until 2030 in accordance with local conditions.
