Workshop "Getting opinions on the Decree regulating the encouragement of literary development"

Speaking at the conference, Associate Professor Dr. Ta Quang Dong, Deputy Minister of Culture, Sports and Tourism, affirmed that literature is one of the pillars of spiritual life, contributing to shaping the national cultural identity, nurturing the human soul and reflecting social values. Literature not only records the changes of life but also contributes to shaping ideology, nurturing personality and building the cultural identity of a nation.

Assoc. Prof. Dr. Ta Quang Dong, Deputy Minister of Culture, Sports and Tourism , delivered a keynote speech at the workshop.

In the context of international integration and the 4.0 industrial revolution, building a legal corridor to encourage literary development has become urgent, ensuring that literature both maintains traditions and approaches new creative trends.

The draft Decree regulating the encouragement of literary development is not only a correct policy but also an urgent requirement in the face of new movements in social life and artistic creation...

However, Associate Professor Dr. Ta Quang Dong said that in reality, in recent years, culture in general and literature in particular still have gaps and challenges such as: there is no strong enough funding and commissioning mechanism to create conditions for writers to pursue large topics with high ideological and artistic value. Writing camps have not really been effective, and have not created many works with widespread influence. Promotion and dissemination of literary works are still limited, causing many good works to not reach a wide audience at home and abroad...

Speaking at the workshop, Associate Professor Dr. Pham Xuan Thach, Head of the Faculty of Literature, University of Social Sciences and Humanities, Vietnam National University, Hanoi, said that the draft Decree still focuses too much on management issues, while the issue of incentives is still limited and unclear.

Therefore, the draft and submission to the Government for promulgation of the Decree on the encouragement of literary development is extremely necessary. Thereby, creating a legal corridor in implementing policies to support writing, publishing and distribution as well as copyright protection, helping writers feel secure in writing and properly enjoying the fruits of their creative labor, contributing to improving the quality of literary creation as well as improving the ability of writers and literary works to reach readers...

Speaking at the workshop, delegates basically agreed with the policy of encouraging literary development. Through his speech, writer Vu Thanh Lich, Deputy Director of the Department of Culture and Sports of Ninh Binh province, said that the content of the draft Decree on Regulations on encouraging literary development has many positive points, creating a legal basis and motivation for the country's literature to develop sustainably, such as: clearly defining the role of literature in preserving and promoting national cultural identity; providing a clear and effective mechanism to support literary creation from creation, publication, promotion to consumption of works, helping literature not only develop in content but also reach a wider audience.

Basically, the draft Decree stipulates quite fully and in detail the key activities of the current literary life. However, according to writer Vu Thanh Lich, there are still some contents of the draft that need to be supplemented, adjusted and studied such as: expanding the topics, writing topics, and literary works to suit the reality of literary life. At the same time, creating favorable conditions for implementing the following provisions is the regulation on the process, selection criteria, and support for literary works...

Sharing the same view with writer Vu Thanh Lich, Associate Professor Dr. Pham Xuan Thach, Head of the Faculty of Literature, University of Social Sciences and Humanities, Vietnam National University, Hanoi, said: the draft Decree still focuses too much on management issues, the issue of incentives is still limited and unclear.

The name of the Decree is “regulations on encouraging literary development”, so the content of the Decree needs to have specific policies on encouraging literary development. Literature is an activity of the whole society with the participation of many social components, so it should not only focus on the activities of state management agencies. There should be specific policies to mobilize all social resources to participate in the cause of social development, not just focus on state investment. The state also needs to expand investment, support works with progressive and positive tendencies in life instead of only supporting works serving political tasks…

Poet Tran Dang Khoa, Vice President of the Vietnam Writers Association, also said that in order to truly encourage the development of literature, there needs to be more mechanisms and policies to support and encourage writers to create and disseminate their works. Organizing national literary awards is necessary, but it is also necessary to pay attention to avoid overlapping with other awards. For writing competitions, there should be clearer regulations on the criteria for judges, to avoid the situation where poets judge prose works...

In addition, at the workshop, delegates also focused on discussing and exchanging some specific contents such as: financial mechanisms, creative environment to support and invest in literary activities; innovation in methods and organization of creative camps; improving the prestige, quality and national literary awards; strategies to introduce, promote and popularize literary works, translation, publishing links with the international market, etc.
