Speaking at the workshop, delegates basically agreed with the policy of encouraging literary development. Through his speech, writer Vu Thanh Lich, Deputy Director of the Department of Culture and Sports of Ninh Binh province, said that the content of the draft Decree on Regulations on encouraging literary development has many positive points, creating a legal basis and motivation for the country's literature to develop sustainably, such as: clearly defining the role of literature in preserving and promoting national cultural identity; providing a clear and effective mechanism to support literary creation from creation, publication, promotion to consumption of works, helping literature not only develop in content but also reach a wider audience.

Sharing the same view with writer Vu Thanh Lich, Associate Professor Dr. Pham Xuan Thach, Head of the Faculty of Literature, University of Social Sciences and Humanities, Vietnam National University, Hanoi, said: the draft Decree still focuses too much on management issues, the issue of incentives is still limited and unclear.
The name of the Decree is “regulations on encouraging literary development”, so the content of the Decree needs to have specific policies on encouraging literary development. Literature is an activity of the whole society with the participation of many social components, so it should not only focus on the activities of state management agencies. There should be specific policies to mobilize all social resources to participate in the cause of social development, not just focus on state investment. The state also needs to expand investment, support works with progressive and positive tendencies in life instead of only supporting works serving political tasks…
Poet Tran Dang Khoa, Vice President of the Vietnam Writers Association, also said that in order to truly encourage the development of literature, there needs to be more mechanisms and policies to support and encourage writers to create and disseminate their works. Organizing national literary awards is necessary, but it is also necessary to pay attention to avoid overlapping with other awards. In addition, at the workshop, delegates also focused on discussing and exchanging some specific contents such as: financial mechanisms, creative environment to support and invest in literary activities; innovation in methods and organization of creative camps; improving the prestige, quality and national literary awards; strategies to introduce, promote and popularize literary works, translation, publishing links with the international market, etc.
