On October 4, the People's Committee of Quang Ngai province approved medical facilities to receive occupational allowances according to Decree 05/2003, issued on February 15, 2023. In Quang Ngai, there are a total of 14 units, including: 13 medical centers, district hospitals and the Quang Ngai Provincial Center for Disease Control receiving occupational allowances according to the decree with a total amount of more than 150 billion VND.
Dang Thuy Tram Regional General Hospital is not on the list, although this hospital still provides medical examination and treatment like other district hospitals.
On the evening of October 9, speaking with Thanh Nien reporters about the above issue, Mr. Nguyen Van Diep, Director of Dang Thuy Tram Regional General Hospital, said that the hospital's doctors and nurses are very disappointed when they do not receive professional allowances according to Decree 05 of the Government just because of the two words "region".

"For a long time now, Dang Thuy Tram Regional General Hospital has been operating like any other district-level hospital. The health insurance payment regime for medical examination and treatment for patients is also at level 3, so the hospital's doctors and nurses deserve to receive preferential allowances according to Decree 05," said Mr. Diep.
According to Mr. Diep, in 2017, the People's Committee of Quang Ngai province had a plan for Dang Thuy Tram Regional General Hospital to become a southern regional hospital of Quang Ngai province in the future, but it is expected that by 2025, the hospital will be upgraded to a grade 2 provincial hospital.
"From 2020 to now, the hospital has been 100% autonomous and has encountered many difficulties. Currently, the bed occupancy rate is less than 80%, leading to an uncertain source of income, so it is only enough to pay salaries. The hospital still owes 9 months of wages and additional income for doctors and nurses. If they are entitled to occupational allowances according to Decree 05 (occupational allowances in 2022 and 2023), more than 120 workers will receive support of about 8.4 billion VND. This is a huge amount of money for workers at the hospital," Mr. Diep lamented.
More than 120 doctors and nurses at Dang Thuy Tram Regional General Hospital were disappointed when they did not receive professional allowances according to Decree 05 of the Government.
According to Mr. Diep, it is expected that on October 11, the Quang Ngai Department of Health will join Duc Pho Town to dialogue with workers of Dang Thuy Tram Regional General Hospital to listen to their thoughts, wishes and share with the doctors and nurses working here.
Regarding the above issue, the leader of the Quang Ngai Provincial Department of Health said that he had sent a document to the Quang Ngai Department of Finance requesting that Dang Thuy Tram Regional General Hospital receive professional allowances according to Decree 05, but was not approved because it was not in accordance with regulations.
Faced with this situation, the Quang Ngai Department of Health has sent a document to the Ministry of Health to review whether officials of Dang Thuy Tram Regional General Hospital are entitled to allowances according to Decree 05 or not.
Dang Thuy Tram Regional General Hospital was established on the basis of reorganizing Dang Thuy Tram General Hospital. Dang Thuy Tram Regional General Hospital is the southern regional general hospital of Quang Ngai province, with the function of providing professional and technical services in medical examination, treatment, rehabilitation and other medical services according to the provisions of law; directly performing the function of medical examination and treatment at the district level of Duc Pho town because there is no district-level hospital in Duc Pho town.
