According to the report of Dong Nai Provincial Social Insurance, implementing Resolution No. 16/2022/NQ-HDND dated November 9, 2022 of the Provincial People's Council amending and supplementing a number of articles of Resolution No. 13/2020/NQ-HDND dated July 13, 2020 of the Provincial People's Council regulating the level of health insurance contribution support for a number of subjects in the province in the period 2020-2025, from January 2022 to June 2024, more than 136,800 ethnic minorities have been supported to pay health insurance with a total amount of more than 40.5 billion VND.

In addition to the advantages, the development of health insurance participation among ethnic minorities in the province still faces some difficulties. Specifically, the province's health insurance contribution support level for ethnic minorities in agricultural, forestry and fishery households with average living standards is gradually decreasing every year, from 70% in 2022 to 45% in 2025. Meanwhile, the basic salary increased to 1.8 million VND compared to 1.49 million VND at the time of issuance of Resolution No. 16, the life of a part of ethnic minorities is still difficult, affecting the work of mobilizing people to pay the remaining cost to buy health insurance cards.

Concluding the monitoring session, Head of the Ethnic Minority Committee Dieu Dieu emphasized: Through monitoring, it shows that the health insurance support policy has significantly contributed to improving health care conditions for ethnic minorities in the province. However, there are still many difficulties, especially in remote communes. After the arrangement of administrative boundaries, the whole province has 48 communes with ethnic minorities living with nearly 421 thousand people, accounting for 9.4% of the province's population. Many localities still have limitations in the work of reviewing and coordinating, leading to a number of people still not being issued cards in time.
Head of the Ethnic Minority Committee Dieu Dieu suggested that in the coming time, units need to continue to review complete data, improve the quality of coordination, especially propaganda work so that people clearly understand their rights and responsibilities when participating in health insurance. Along with that, it is necessary to pay attention to investing in medical facilities, improving the quality of medical examination and treatment, creating trust for people when using health insurance cards. The support must have a roadmap, suitable to the conditions of the people, contributing to increasing the rate of sustainable health insurance coverage, towards universal health insurance.
