A representative of the Department of Quality Management (Ministry of Education and Training) said that in 2025, the national high school graduation rate will reach 99.21%. This is the first batch of candidates to graduate under the new General Education Program. This means that approximately more than 9,000 candidates will fail to graduate from high school in 2025.

Previously, at the end of the 2025 high school graduation exam with more than 1.16 million candidates participating, statistics from the Ministry of Education and Training showed that nationwide, a total of 41 candidates were suspended from the exam for using documents and bringing phones into the exam room, of which 22 were in the Literature exam, 12 were in the Math exam and 7 were in the exam of optional and combination exams.

According to statistics, in the 2025 high school graduation exam, the whole country had 936 exams with failing scores (scores of 1 or lower). Of which, the highest number of failing scores was in Math with 777 exams, followed by Literature with 87 exams.

The Ministry of Education and Training said that the number of candidates taking the high school graduation exam in 2025 is 1,160,033. As of 5:00 p.m. on July 28 - the deadline for registration on the Ministry of Education and Training's system, 849,544 candidates had registered for admission, accounting for 73.23%. Thus, more than 310,400 candidates did not register for university and college admission in 2025.
