International press conference announcing draft documents to be submitted to the 14th National Party Congress

On the afternoon of October 15, in Hanoi, the Central Propaganda and Mass Mobilization Commission held an international press conference to announce draft documents to be submitted to the 14th National Congress of the Party to collect public opinions.

The press conference was chaired by Party Central Committee members: Lai Xuan Mon, Deputy Head of the Central Propaganda and Education Commission; Lam Thi Phuong Thanh, Deputy Chief of the Standing Office of the Party Central Committee Office; Nguyen Quang Duong, Deputy Head of the Central Organization Commission; Professor, Doctor Ta Ngoc Tan, former Party Central Committee member, Permanent Vice Chairman of the Central Theoretical Council, Permanent Deputy Head of the Editorial Team of the 14th Party Congress Documents; Comrade Le Hai Binh, Alternate Party Central Committee member, Permanent Deputy Minister of Culture, Sports and Tourism.

The press conference was attended by representatives of leaders of central ministries and branches, ambassadors, representatives of diplomatic agencies and international organizations; domestic and international press and media agencies.

In his opening speech, Comrade Lai Xuan Mon informed that recently, the 13th Conference of the 13th Party Central Committee met and decided on very important tasks, approving draft documents to be submitted to the 14th Party Congress. This is the "backbone" content directly related to the success of the 14th Party Congress, to the goal of rapid and sustainable development, and to improving people's lives.

At the press conference, the Central Propaganda and Education Commission announced the full text of the draft documents to be submitted to the 14th National Party Congress; and deployed the work of collecting comments from National Assembly deputies, the Fatherland Front, socio -political organizations, mass organizations, cadres, party members and people from October 15 to November 15, 2025.

This is an important task to gather and promote the people's intelligence and mastery to contribute to the Party in formulating important guidelines and policies for the country, contributing to improving the quality of draft documents submitted to the 14th National Party Congress, consolidating and fostering people's trust in the Party, making the Party's ideas consistent with the people's will; reaching high unity in awareness, action and determination for the entire Party, people and army to successfully implement the Resolution of the 14th National Party Congress.

At the press conference, representatives of press agencies raised many questions related to the content and process of drafting documents; methods and ways for all classes of people and overseas Vietnamese to demonstrate the people's right to mastery through contributing opinions to the draft documents to be submitted to the 14th National Party Congress...

On behalf of the Organizing Committee, comrade Lai Xuan Mon said that the draft documents to be submitted to the 14th National Congress of the Party, seeking comments from cadres, party members and people of all walks of life, include 3 drafts: Political report of the 13th Party Central Committee at the 14th National Congress; Summary report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Summary report on 15 years of implementing the Party Charter (2011-2025) and proposed directions for supplementing and amending the Party Charter.

According to the plan, Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations will organize the collection of opinions from cadres, Party members, people of all walks of life and overseas Vietnamese through conferences, seminars and talks; record opinions through the VNeID application; and contribute opinions through press agencies. The opinions will be fully, accurately and objectively compiled, serving as a basis for completing the draft documents to be submitted to the 14th National Congress of the Party.

Answering questions related to new points in the process of building and the topics of the draft documents to be submitted to the 14th National Party Congress, Professor Ta Ngoc Tan said that one of the new points of the draft documents to be submitted to the 14th National Party Congress is that for the first time, the Congress documents are organized and built under a unified document, the Political Report, instead of 3 reports as before. This new way of building documents is to concentrate the Party's opinions and policies in one report and create favorable conditions for cadres and people to access the documents.

The draft Political Report of the 13th Party Central Committee at the 14th National Congress, titled "Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of the nation's rise for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady progress toward socialism", demonstrates the consistency in the goal of national independence associated with socialism.

The draft theme of the Political Report focused on issues related to the immediate domestic and international context, focusing on implementing two goals: By 2030, the 100th anniversary of the Party's founding, becoming a developing country with an upper middle income; by 2045, the 100th anniversary of the country's founding, becoming a developed country with a high income, following a socialist orientation.

Regarding the reporter's question regarding the new points in the content of the draft Political Report, Professor, Dr. Ta Ngoc Tan assessed: The draft Political Report has many new points, reflected in the entire content of the document. In particular, the first major issue is that the Party has drawn very important lessons from the practice of summarizing 40 years of innovation and implementing the Resolution of the 13th National Party Congress: On people's hearts; on approaching reality; focusing on a consistent viewpoint on socialism and national independence; Party building and the political system. The draft documents submitted to the 14th National Party Congress have absorbed the lessons, supplemented new development perspectives, emphasized the stance, steadfastly adhered to Marxism-Leninism, Ho Chi Minh thought; the goal of socialism and the path to socialism; steadfastly adhered to the path of innovation...

Answering a reporter's question about the content of the organization and operation of the political system according to the new model in the draft documents submitted to the 14th National Party Congress, comrade Nguyen Quang Duong said: This is an extremely important issue, clearly and detailedly stated in the draft documents for public consultation. Accordingly, the new apparatus from the central to local levels has been reorganized synchronously, streamlined, strong, efficient, effective and efficient.

The results of the revolution to streamline the political system's organizational apparatus show that this is a correct and accurate policy, originating from a strategic vision for long-term national development and of historical significance. From the results of this revolution, the new apparatus has initially operated effectively, efficiently, and closer to the people, closer to the grassroots; fundamentally serving the people better.
