According to Resolution 73/2022/QH15 and Decree 39/2023/ND-CP, the auction of car license plates in Vietnam complies with a number of important regulations related to license plates, auction contract terms, and the rights of auction winners. Below is some information to note.

1. Car license plates put up for auction
The license plates for cars put up for auction are those with a white background and black letters and numbers. However, there are some exceptions that do not apply to the following types of vehicles:
- Military business cars for business purposes.
- Cars belonging to projects and economic organizations in joint ventures with foreign countries.
- Cars of foreign organizations and enterprises.
- Vehicles of diplomatic missions, consulates, international organizations and foreigners working in these agencies and organizations.
These are the provisions clearly stated in Clause 1, Article 2 of Resolution 73/2022/QH15.
2. Term of contract for car license plate auction service
According to Decree 39/2023/ND-CP, the contract for car license plate auction service has a term of implementation according to Resolution 73/2022/QH15, lasting for 3 years, starting from July 1, 2023.
In case the property auction organization does not meet the conditions or has to cease operations, the Ministry of Public Security will select another qualified auction organization to continue performing the contract. This helps ensure continuity and transparency in the vehicle license plate auction process.
3. Rights of the person winning the car license plate auction
The winner of the car license plate auction will enjoy certain benefits, including:
- Confirmation document: After paying the full auction winning amount, the winner will receive a confirmation document of the car license plate number.
- License plate registration: The auction winning license plate can be registered with the vehicle owned by the auction winner at the police agency where the license plate is managed or where the person is registered as a permanent resident.
- Retain license plate: If the vehicle is lost, damaged or transferred, the auction winner has the right to retain the license plate for a period of 12 months to register another vehicle under his/her ownership.
- Re-issuance of license plate: In case the license plate is lost, blurred or damaged, the auction winner has the right to request a re-issuance.
- Inheritance rights: If the auction winner passes away within 12 months after receiving the confirmation document but has not completed the vehicle registration procedure, the heir will receive the auction winning amount (after deducting auction costs).
These benefits are specified in detail in Clause 1, Article 6 of Resolution 73/2022/QH15, to ensure the rights and convenience of the auction winner.
The auction of car license plates in Vietnam is gradually becoming a transparent and public method, ensuring the rights of the auction winners. The above regulations not only help the auction process become clearer, but also create favorable conditions for individuals and organizations to participate.
