Cooperation of 3 "houses" to improve the quality of science and technology activities

Close cooperation between the three “houses”: the state - schools - enterprises (DN) is an important factor to improve the quality of science and technology (S&T) activities, innovation, and digital transformation. That was the common opinion of the leaders of the Department of Science and Technology, representatives of universities, colleges and Dong Nai Informatics Association at the discussion to celebrate Vietnam Science and Technology Day (May 18).

Not only coordination between the three "houses", universities and colleges in the province also need to cooperate more closely in training and scientific research activities to develop together.

The first sweet fruit

The celebration of Vietnam Science and Technology Day (May 18) this year was marked by the Department of Science and Technology with the announcement of the Department of Science and Technology AI Assistant - ADNI. This is the first technological product created on the basis of cooperation between the Department of Science and Technology, the Faculty of Information Technology (IT), Lac Hong University; Dong Nai Informatics Association and IOT Software Company.

Accordingly, the Department of Science and Technology is the ordering unit. The Faculty of Information Technology, Lac Hong University, Dong Nai Informatics Association, and IOT Software Company jointly research, build, develop applications and transfer products.

With the spirit of working urgently and decisively, the DNAI technology product was "launched" after only 2 months of ordering. In the immediate future, DNAI will be a virtual assistant to support the work of the staff, civil servants and public employees of the Department of Science and Technology. DNAI has 4 outstanding functions: assistant in searching for information for staff and civil servants; searching, inferring and answering in documents uploaded by users; reading and understanding users' images; self-analyzing data and answering internal questions of the Department of Science and Technology; searching for administrative documents of the Department of Science and Technology.

Vice Principal of Dong Nai Medical College NGUYEN THI HIEN said that each year, the school has 8-10 scientific research topics related to the medical field. However, these topics have not made a big impression and are not highly practical. Dong Nai Medical College hopes that the Department of Science and Technology will organize training programs and seminars related to scientific research activities to further guide teachers and students in this activity.

According to Director of the Department of Science and Technology Ta Quang Truong, the launch of the DNAI technology product shows the effectiveness of the cooperation of the three "houses" in science and technology activities, innovation, and digital transformation. This is also the approach that the Department of Science and Technology will continue to implement in the coming time. In the immediate future, for annual science and technology tasks, the Department of Science and Technology, together with departments, branches and sectors, will order topics for institutes and schools to participate in research so that the results of science and technology topics and tasks can be applied in real life.

“The research and development activities of science and technology of schools and enterprises will operate through the provincial Science and Technology Development Fund. We hope that universities, colleges and enterprises will research and propose mechanisms to implement science and technology topics and solutions,” Mr. Truong said.

Mr. Truong added that, in addition to ordering scientific and technological tasks from the state, the Department of Science and Technology hopes that schools will continue to boldly and proactively propose research tasks closely linked to practice and will work together to carry out the tasks in the spirit of "doing real work, doing real research, producing real products, bringing real value".

Schools also need to link up.

As both the Principal of Lac Hong University and Chairman of Dong Nai Informatics Association, Dr. Lam Thanh Hien said: “The school is ready to provide maximum support in the fields related to IT and engineering technology in which Lac Hong University has strengths, of course, appropriate policies are needed. Our earnest wish is to build a digital transformation system for Dong Nai to develop rapidly and strongly.”

Vice Principal of Dong Nai Technical College Ngo Kim Lan said that in order to implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the school is reviewing all processes related to the school's scientific research activities to comply with the spirit of Resolution 57. The school is reviewing the entire training program to link training related to the semiconductor industry, and at the same time has a plan to open new training codes related to the industries that the province is attracting investment in (precision mechanics, automation). Earlier this year, the school issued a digital transformation plan related to management, teaching and learning of students.

According to Mr. Lan, during the implementation process, the school encountered difficulties related to training equipment and lecturers' qualifications suitable for the new training program. The school overcame this by collaborating with businesses to take advantage of their equipment.

Regarding this issue, Mr. Ta Quang Truong said that the Department of Science and Technology is ready to propose that the province invest in machinery and equipment for schools according to the mechanism of science and technology development activities. “It is not necessary for schools to invest in everything. Instead, it is necessary to promote the model of 3 “houses”: state - school - enterprise. In which, combine to let enterprises participate in investing in equipment for schools. However, if the scale of a school is small, not suitable for the scale of equipment, it is possible to link many schools to fully utilize the functions and capacity of the equipment, only then will enterprises be willing to invest” - Mr. Truong added.

According to the Director of the Department of Science and Technology, schools in the province should take advantage of being located near Ho Chi Minh City National University to cooperate with this unit in implementing Resolution 57. The Department of Science and Technology is ready to act as a focal point to connect schools.
