India-Japan cooperation ensures balance in Asia

The partnership between India and Japan is seen as an important part of the two countries' broader strategic goal of promoting regional stability and ensuring a rules-based order in the Indo- Pacific region.

On the morning of June 13, the Institute for South Asian, West Asian and African Studies under the Vietnam Academy of Social Sciences organized a scientific conference on "India-Japan relations in rebalancing the Asian region".

Attending the workshop were Dr. Kieu Thanh Nga and Dr. Phan Cao Nhat Anh - Deputy Director of the Institute for South Asian, West Asian and African Studies; Prof. Dr. Nguyen Hong Quan - Institute of Defense Strategy ( Ministry of Defense ) and many experts and scholars in the field of defense, security and international relations.

In her opening remarks, Dr. Kieu Thanh Nga emphasized the importance of cooperation between Japan and India in shaping strategic security in the Asia-Pacific region. The conference focused on two main aspects: security and defense cooperation between the two countries.

Presenting a paper at the workshop, Prof. Dr. Nguyen Hong Quan commented that the India-Japan defense and security relationship has helped promote regional peace, prosperity and stability, with the goal of regional economic growth based on a rule-based order. The two countries have jointly implemented measures to restrain assertive and aggressive activities, towards a free and open Indo-Pacific region.

Dr. Phan Cao Nhat Anh analyzed the history of Japan-India relations, from the not-so-warm period in the 2000s to the significant improvement thanks to bilateral economic incentives and India's liberalization policies. This relationship was also promoted by China's economic and military policies, bringing Japan and India closer together with the Indo-Pacific strategy.

The speakers affirmed the importance of defense and security cooperation between the two countries, emphasizing that this is an important area in the bilateral relationship. Since 2013, Japan's National Security Strategy has emphasized partnership with India, especially in maritime security. India's Act East policy emphasizes strengthening strategic and security cooperation with Japan.

In her analysis, PhD student Tran My Hai Loc (Faculty of International Studies, Hanoi University of Social Sciences and Humanities) pointed out that factors affecting defense cooperation between India and Japan include the power and influence of both countries, as well as the complex security situation in the region. " India and Japan will be potential factors as well as deciding the stability of the international relations structure in the Asian region in the 21st century," the researcher commented.

Relations between India and Japan have also faced challenges, particularly differences in stance on the Ukraine crisis. Japan has imposed strong sanctions on Russia and supported Ukraine, while India has maintained a neutral stance and continued to buy oil and weapons from Russia.

In the current context of regional changes, India-Japan cooperation has undergone strategic changes in line with the regional context. The two countries are working towards realizing the vision of a free and open Indo-Pacific region, playing a pivotal role in the region. If they maintain security cooperation, they can maintain the balance of power and ensure equilibrium in the Asian region.

Currently, India and Japan are two of the seven countries with Comprehensive Strategic Partnership with Vietnam. Over the past decades, despite many complicated fluctuations due to the influence of the regional and world situation, the Vietnam-India and Vietnam-Japan relations have always maintained a sustainable friendship and have increasingly developed deeply and substantially.
