At the commune-level locations, the meeting was attended by representatives from the Standing Committee of the Party Committee, the People's Committee, and the Vietnam Fatherland Front Committee of each commune.
The organization of online meetings with synchronized participation from the provincial to the commune level demonstrates the province's determination to uniformly implement the general planning orientation for the commune, ensuring close coordination between all levels and sectors right from the orientation and implementation stages.

At the meeting, the leaders of the Department of Construction reported on the implementation and adjustment of urban and rural planning in the province after the reorganization of the two-tiered local government. Regarding resources, based on proposals from localities, the Department of Construction, in coordination with the Department of Finance, has advised the Provincial People's Committee to submit to the Provincial People's Council for approval and allocation of funds for urban and rural planning. The allocated funds currently amount to approximately 30% of the proposed needs of communes and wards, mainly serving the preparation of general commune plans, detailed plans for the commune's administrative center, and detailed plans for various projects. Some communes have not yet been allocated funds for general planning because they fall within the scope of national tourism zones or economic zones according to previous directives; however, the Provincial People's Committee has issued temporary guidance allowing the use of allocated funds to implement general commune construction planning in the current phase.

Regarding progress, as of the reporting date, the entire province has 1 commune that has submitted its general planning documents for appraisal; 20 communes are currently gathering opinions; 8 communes are preparing planning tasks; 5 communes have begun implementation after receiving new directives from the Provincial People's Committee; and 2 communes are not subject to the requirement of preparing a general commune plan. For the general urban planning in Doan Ket and Tan Phong wards, implementation is still facing obstacles due to the requirement to ensure independence between the planning and appraisal agencies as stipulated by current laws. The implementation of detailed urban and rural planning and adjustments in communes and wards continues to be carried out, ensuring the progress of projects throughout the province.
At the meeting, delegates focused on discussing issues such as: the Provincial People's Committee continuing to address difficulties and obstacles to accelerate the progress of general planning for communes; based on the actual conditions of the communes and the contributions of departments and agencies, the communes should develop appropriate plans that maximize development resources; and at the same time, regularly update and guide the implementation of new legal regulations to improve the quality and effectiveness of urban and rural planning in the province.

Despite the achievements, the planning work still faces some difficulties and obstacles, such as: limited professional capacity of commune-level officials; a large workload, concentrated at the end of the year; legal regulations related to planning are in the process of being amended and supplemented; overlapping administrative boundaries and population distribution in some areas, causing difficulties in development orientation and land use…
Concluding the meeting, Mr. Ha Trong Hai, Vice Chairman of the Provincial People's Committee, requested relevant departments to coordinate in providing information for the development of commune planning; proactively arrange and review the current status of communes, in accordance with the province's planning orientation and the implementation of socio-economic development goals, ensuring national defense and security. He emphasized ensuring harmony between sectors and fields to avoid overlap and promote mutual development; adhering to standards in all areas, especially infrastructure, population, and environment, with a future orientation, ensuring green, rapid, and sustainable development; ensuring the synchronization of architectural and landscape spaces, respecting nature; creating highlights in planning work, preserving cultural values as well as architectural works; and ensuring infrastructure connectivity within the commune and with other communes, economic centers outside the commune, or even in more developed neighboring provinces.
