According to the Hung Yen Provincial Border Guard Command, as of 10:00 a.m. on September 23, there are currently 1,063 ships and boats with 3,022 workers in the province; of which 272 vehicles with 805 workers are operating along the coast of Hung Yen. The remaining ships and boats are currently anchored at ports inside and outside the province. Currently, all of the above vehicles are maintaining contact with their families and the Border Guard force.
The whole province currently has 1,025 clam watchtowers with 969 workers; 2,190 aquaculture cages with 15 workers. Up to now, the whole province has planted 97,500 hectares of rice, of which the rice area has ripened about 85,000 hectares. For vegetables, localities are planting various types of winter crops, so far the planting area is about 3,500 hectares; the summer-autumn crop harvest area is basically completed.
Regarding flood control work, irrigation works exploitation companies in the province have proactively opened sluices under the dike, operated irrigation works to lower the water level in the system to prevent heavy rains from causing flooding and waterlogging of rice and crops, industrial parks, economic zones, and urban areas.
Hung Yen province currently has 63 key points on the dike routes; the key points have plans to mobilize human resources, materials, and means according to the "4 on-site" motto, ready to handle any situation that may arise.
The Provincial Military Command directed the Border Guard Command to coordinate with coastal communes and relevant agencies to urgently call, count, and guide ships and boats to safe shelters, arrange to avoid collisions and sinking at anchorages; closely manage and monitor ships, boats, and vehicles operating at sea at anchorages.
The People's Committees of coastal and estuary communes shall preside over and coordinate with the Provincial Military Command, Provincial Police and relevant units to urgently relocate clam farming households, aquaculture and seafood farming households in low-lying areas along rivers and coastal areas; close border gates and cross sea dykes and estuary dykes. These tasks must be completed before 22:00 on September 24.
In addition, localities review plans to evacuate households living in weak houses and dangerous areas. Be ready to evacuate households to safe places before the storm makes landfall; urgently reinforce houses, factories, warehouses, schools, hospitals, ports, signs and cages, rafts, aquaculture and fishing farms on rivers and coastal areas (especially in coastal communes); prune large tree branches to ensure safety; deploy plans to ensure the safety of infrastructure works, power grids and telecommunications systems. In addition, localities strengthen inspection of dike works, deploy plans to protect key vulnerable points; measures to ensure safety for people, property, factories and infrastructure; thoroughly drain water, proactively operate pumping stations when required.
Due to the impact of storm No. 9 (RAGASA), the sea off the coast of Hung Yen province from the night of September 24 had strong winds of level 7, level 8, gusts of level 9, level 10; waves from 2-3m high; rough seas. On land, areas in the province from the morning of September 25 had strong winds of level 6, level 7, gusts of level 8, level 9. From September 25 to the end of September 27, the province had moderate rain, heavy rain, and in some places very heavy rain with common amounts from 100 - 200 mm, in some places over 200 mm. It is necessary to be on guard against thunderstorms, whirlwinds, and lightning caused by the circulation before the storm.
