Pursuant to the Law on Health Insurance and the Government's decrees detailing and guiding measures for implementing a number of articles of the Law on Health Insurance, in order to effectively implement health insurance for students in the 2025-2026 school year foreducational institutions in the area, Social Insurance of Region XXV guides the implementation of health insurance for students in the 2025-2026 school year with the following contents:
The health insurance contribution level for students is 4.5% of the basic salary multiplied (x) by the number of months corresponding to the duration of the health insurance card (x) 70% (the basic salary from July 1, 2024 is 2,340,000 VND according to Decree No. 74/2024/ND-CP dated June 30, 2024 of the Government ).

Localities, based on state budget conditions and according to the Resolutions of the Provincial People's Council, have different corresponding support rates.
When the State adjusts the basic salary and the health insurance contribution rate, participants and the state budget do not have to pay additional or are not refunded the difference due to the adjustment for the remaining time that participants have paid health insurance.
From the 2025-2026 school year, health insurance for students will be collected according to the fiscal year, meaning that health insurance cards issued annually to students are valid from January 1 of the current year to December 31. Some special cases of health insurance cards are valid as follows: For first graders, the validity period starts from October 1, 2025. For 12th graders, the health insurance cards will be valid until September 30 of that school year.
For the 2025-2026 school year, there are 3 transition months: October, November and December 2025, so students can register according to the following payment methods: 3 months of 2025 or 15 months (including 3 months of 2025 and 12 months of 2026 (in addition to the 6-month payment method).
Note: In the 2025-2026 school year, the XXV Social Insurance Agency will not issue paper health insurance cards to students who have participated, received health insurance cards in the previous school year and continue to participate in health insurance in this school year (because the previously issued health insurance cards are still valid). The regional social insurance agency will only issue health insurance cards to new students or lost or damaged health insurance cards. At the same time, students can use the image of the health insurance card on the VssID application for health insurance examination and treatment, so it is recommended that educational institutions instruct students (or parents) to register and install the VssID application on smartphones, the VNeID application, and the chip-embedded Citizen Identification Card for convenient medical examination and treatment.
Register for initial medical examination and treatment Students can choose the most convenient medical facility to register for initial medical examination and treatment at one of the medical examination and treatment facilities specified in Circular No. 40/2015/TT-BYT of the Ministry of Health .
Primary health care costs, conditions, payment contents, settlement of medical examination and treatment costs in primary health care for students participating in health insurance are implemented according to Article 33, Article 34 of Decree 146/ND-CP dated October 17, 2018 of the Government and Official Dispatch No. 3118/BYTBH dated June 4, 2019 of the Ministry of Health.
