Over the past period, in the work of Party building and the political system of the district, the implementation of Directive 05-CT/TW has become a central and continuous content in the implementation of resolutions, action programs, Party branch meetings, and self-criticism of organizations and individuals, contributing to enhancing the leadership capacity and fighting strength of grassroots Party organizations. Party committees and their leaders play a decisive role in the effectiveness and efficiency of leadership, guidance, and organization of the implementation of all Party guidelines and policies, and State laws. At the same time, they clearly demonstrate their role as the core leadership in all aspects. Annually, 100% of Party branches, agencies, and units develop plans to implement the thematic study of President Ho Chi Minh, with specific and practical contents and actions. Simultaneously, they organize for cadres and Party members to develop individual plans and write commitments to self-cultivation, training, and striving in line with the thematic content and their assigned responsibilities and tasks. This, in turn, contributes to promoting innovation in work style and enhancing the responsibility of cadres and Party members in performing their duties.
According to the Propaganda and Mass Mobilization Department of the Chau Phu District Party Committee, in implementing Directive 05-CT/TW, local agencies, units, and Party organizations have linked its implementation with political tasks and patriotic emulation movements and major campaigns. This has created momentum to promote local socio -economic development, improve the material and spiritual lives of the people; the National Target Program for New Rural Development has been implemented synchronously; social security work has been ensured; the poverty rate has decreased by an average of 0.7% per year; administrative discipline and order have been strengthened; and political security and social order have remained stable.
Commend and spread the examples of exemplary individuals who follow President Ho Chi Minh's teachings.
The district's departments and agencies are implementing Directive 05-CT/TW in conjunction with their professional duties. In the economic sector, there are various movements such as: restructuring crop and livestock production; implementing the "Sustainable Development of 1 Million Hectares of High-Quality, Low-Emission Rice Cultivation in the Mekong Delta by 2030" project; jointly building new rural areas; competing in excellent production and business; and promoting solidarity to help each other get rich and achieve sustainable poverty reduction. In the socio-cultural field, there is a program to eliminate temporary and dilapidated houses; and in the health sector, there is a movement to innovate working styles and improve the quality of medical examination and treatment, aiming for people's satisfaction…
In implementing the campaign to study and follow President Ho Chi Minh's teachings, over the past 10 years, the Fundraising Committee for the Poor at all levels in the district has mobilized over 223 billion VND to support the people; 3,084 houses have been built for poor, near-poor, and disadvantaged households; and 118 rural bridges have been newly constructed. In particular, the "Sharing Unfortunate Lives" and "Nurturing Talents" programs in the locality have supported 62 disadvantaged individuals and 29 poor students with over 1.1 billion VND.
In addition, many models have been implemented in conjunction with professional tasks to better serve the people, such as the "No Writing, No Appointment Day" model at the Reception and Results Delivery Department in communes and towns. Under this model, officials receiving applications proactively assist citizens in filling out information and resolving and delivering administrative procedures on the same day, without rescheduling. After implementation, the model has received and processed thousands of applications, and the level of citizen satisfaction at the "One-Stop" service center has significantly improved.
In addition, there are charitable models that have received widespread public support and have a significant impact. A prime example is the "Cai Dau Town Charitable House Construction Team," established in 2012 with 13 members, aiming to work alongside local authorities to provide housing for poor and disadvantaged households, enabling them to "settle down and prosper." Since its establishment, the team has built 638 new houses for poor, near-poor, and particularly disadvantaged households both within and outside the district, totaling 17.8 billion VND. Another example is the "Free Patient Transport Service in Chau Phu District," launched by the District Red Cross in 2003 with 8 patient transport vehicles. To date, there are 38 specialized patient transport vehicles, with 5-7 drivers in each commune ready to serve 24/7. Annually, the emergency patient transport team transports over 4,000 patients within and outside the district.
The emergence and spread of many good models and innovative approaches, which have been approved and supported by the people, clearly reflects the process of concretizing the study of President Ho Chi Minh's teachings into practice. This has enriched the content and methods of political and ideological education in the new situation in Chau Phu district. Alongside propaganda work, the dissemination of positive information and the replication of advanced models have also been emphasized, contributing to creating motivation for emulation in studying and following President Ho Chi Minh's teachings.
