On August 5, 2025, the Ministry of Education and Training (MOET) issued Official dispatch No. 4567/BGDĐT-GDPT Teaching organization guide 2 sessions/day for general education. The document aims to specify Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister and realize the spirit Resolution 29-NQ/TW on fundamental and comprehensive innovation of education.
Accordingly, session 1 will organize teaching of general education program; session 2 will organize consolidation activities for students to complete learning content and develop comprehensively in morality - intelligence - physique - aesthetics.
Structure of 2 sessions
Session 1 is the time to implement the official General Education Program, including compulsory subjects and educational activities (for general education levels), elective subjects, selected subjects, advanced topics (for high school level) according to the regulations of the Ministry of Education and Training. This is compulsory teaching content to ensure the requirements of the General Education Program.
Session 2 is the time to organize supplementary educational activities, develop capacity, nurture excellent students, tutor students who have not met the requirements of the General Education Program, life skills education, financial education, art education, physical education, STEM/STEAM, career guidance, artificial intelligence, foreign languages... in the direction of comprehensive development suitable for students' psychology at each level of education.
The organization of sessions 1 and 2 can be flexible in terms of time, balanced in terms of duration (not fixed in the morning as session 1 and afternoon as session 2), suitable to the conditions of each school. Encourage educational institutions to diversify teaching methods and organize educational activities to improve the quality of comprehensive education for students.
At the secondary school level, the second session of educational activities needs to combine classroom learning with educational activities outside the classroom and outside of school.
For high school level in particular, it is necessary to coordinate with universities, research institutions, vocational training institutions, businesses, organizations and individuals to participate in appropriate educational activities.
In terms of duration, primary school students study at least 9 sessions/week, no more than 7 periods per day, 35 minutes per period. Middle school and high school students study at least 5 days and maximum 11 sessions/week, no more than 7 periods per day, 45 minutes per period.
Besides the purpose of comprehensive development for students, studying 2 sessions/day also aims to improve the quality of regular study hours; overcome the situation of illegal extra teaching and learning.
Responsibilities of all levels, sectors and educational institutions
The Ministry requested the Departments of Education and Training to guide general education institutions in the area to develop a plan to organize teaching 2 sessions/day in accordance with the practical situation, ensuring a clear implementation roadmap, clearly mobilized resources; clear teaching content and methods, clear responsibilities of the subjects, clear results and quality of education; closely coordinate with local authorities and social forces in the area during the implementation process to achieve the highest efficiency.
The arrangement of teachers and facilities must be based on local realities and conditions, ensuring that it does not overload students, teachers and parents.
General education institutions are responsible for surveying students' learning needs in the second session before the start of the new school year to have a plan to organize educational content that meets students' learning needs and is suitable for the school's conditions; publicize the plan, content, and timetable for teaching 2 sessions/day to students, parents and on the school's information page; organize communication so that students, parents and social forces understand and agree...
The Ministry also emphasized that the implementation must ensure: Not creating pressure on students, teachers, and parents. socialization of education in accordance with the law, Voluntary – public – transparent . Effective use. existing teaching staff and equipment. Ensure the equity in access to education , especially in remote, island and disadvantaged areas.
