Instructions on the process of granting temporary vehicle registration certificates according to the latest Circular

While waiting for official vehicle registration and license plates, many people need to participate in traffic. According to the latest regulations of the Ministry of Public Security , vehicle owners can safely travel by simply applying for a temporary vehicle registration certificate. This is specified in detail in Circular 24/2023/TT-BCA, effective from July 1, 2023.

1. Latest paper form of temporary vehicle registration certificate

According to Circular 24/2023/TT-BCA, the current temporary vehicle registration certificate uses form DKX05. This form was issued by the Ministry of Public Security from July 1, 2023, along with detailed regulations on granting, revoking registration and license plates of motor vehicles.

2. Regulations on the validity period of temporary vehicle registration certificate

According to Articles 19 and 22 of Circular 24/2023/TT-BCA, the validity period of the temporary vehicle registration certificate is specified as follows:

15 days: Applicable to exported, imported, manufactured, assembled or circulated vehicles from factory to port warehouse, or from dealer to vehicle registration place.

Time limit according to the decision of the competent authority: Applicable to vehicles operating within a limited scope, temporarily imported and re-exported vehicles or vehicles serving conferences, fairs, exhibitions, sports , and international tourism in Vietnam.

3. Temporary vehicle registration procedures

The temporary vehicle registration process includes the following steps:

Step 1: Prepare temporary vehicle registration documents

Vehicles manufactured and assembled in Vietnam: Vehicle registration declaration (form No. 01) and copy of sales invoice.

Imported or temporarily imported vehicles for re-export: Vehicle registration declaration (form No. 01) and copy of export and import goods declaration or detailed vehicle import declaration.

Vehicles serving conferences, fairs, exhibitions: Copy of vehicle registration certificate or list of vehicles approved by competent authority.

Step 2: Submit application The vehicle owner submits the application at the nearest vehicle registration agency, such as the Traffic Police Department in the province or centrally-run city or the District, County or Town Police.

Step 3: Receive a temporary vehicle registration certificate. The temporary vehicle registration certificate is valid for a maximum of 30 days, with some special cases where the competent authority allows a longer validity period.

4. Regulations on newly purchased vehicles without license plates

Vehicles wishing to participate in traffic must be registered and have a license plate issued by a competent authority. In case of no license plate, the vehicle is not allowed to circulate on the road unless it has been issued a temporary vehicle registration permit.

The validity period of a temporary vehicle registration is 30 days. If a vehicle does not have a license plate and is not temporarily registered and still participates in traffic, the driver will be fined according to Decree 100/2019/ND-CP and amended by Decree 123/2021/ND-CP. The fine is from 2-3 million VND and the driver's license may be revoked for 1-3 months.

When buying a new car, people need to comply with the regulations on temporary vehicle registration to ensure that the vehicle is allowed to circulate on the road. In particular, it is necessary to pay attention to the deadline and procedures to avoid unnecessary penalties.
