Instructions for collecting public opinions on the Project on rearranging commune-level administrative units in the province

Accordingly, in order to implement the unified implementation in the province of collecting people's opinions on the Project on rearranging administrative units (ADUs) at the commune level in the province, the Provincial People's Committee guides the collection of people's opinions "Through the Front Working Committee in villages, residential groups and grassroots political and social organizations" in communes, wards and towns for the directly affected ADUs at the commune level. The subjects are voters representing households, to be completed before April 21, 2025.

Organizing the collection of public opinions needs to clearly define: The content of the collection of opinions is the draft Project on the arrangement of administrative units at the commune level; the form of organization of the collection of opinions is to organize meetings of hamlets and residential groups; the subjects of the collection of opinions are voters representing households; the time for organizing the collection of opinions must be completed before April 21, 2025; the responsibility for organizing the implementation is that the People's Committee at the commune level presides over and coordinates with the Vietnam Fatherland Front Committee and socio-political organizations at the same level to direct and guide the group leaders and hamlet leaders to coordinate with the Head of the Front Work Committee to organize meetings of hamlets and residential groups to collect public opinions. The time to complete the plan and send it to the People's Council and the Vietnam Fatherland Front Committee at the commune level, hamlets and residential groups must be before April 17, 2025.

Plan for arranging administrative units at district level, based on the Draft Project for arranging administrative units at commune level in the province (provided by the Provincial People's Committee), the People's Committees of districts and cities shall extract the plan for arranging administrative units at commune level in the district and send it to the commune level directly affected to organize the collection of people's opinions, to be completed before April 19, 2025.

For the commune level, based on the draft Project on arranging administrative units at the commune level in the province; the plan for arranging administrative units at the commune level in the district and city (provided by the district People's Committee), the commune People's Committee shall extract the plan for arranging administrative units at the commune level directly affected and send it to hamlets and residential groups to organize public consultation, to be completed before April 19, 2025.

Documents for collecting public opinions include: Draft Project on the arrangement of administrative units at the commune level of the province; plan for arranging administrative units at the commune level in the district, plan for arranging administrative units at the commune level; summary of standards of administrative units; similar historical and cultural factors, adjacent geographical location, scale, potential, advantages and development level...; list of documents on policies and orientations of the Party and State. Documents for collecting public opinions must be posted on the electronic information pages of the People's Committees at the district and commune levels; posted at the headquarters of the People's Committees at the commune level, community activity points and propagated and disseminated on local mass media, at meetings of hamlets and residential groups during the time of collecting public opinions.

Regarding the meeting order, the Hamlet Chief/Group Leader and the Head of the Front Work Committee co-chair the meeting, receive opinions and vote to collect people's opinions (agree/disagree) on the plan to arrange administrative units at the commune level by a show of hands (with the establishment of a counting team); make minutes of the meeting and send them to the Commune People's Committee for synthesis and report the results to the competent authority. The report on the results of collecting people's opinions at the district and commune levels is sent to the People's Council of the same level and the People's Committee of the higher level.

Hamlets and residential groups shall report the results of collecting people's opinions to the People's Committee at the commune level before April 21, 2025; the People's Committee at the commune level shall report to the People's Committee at the district level before April 22, 2025; the People's Committee at the district level shall synthesize and report the results to the People's Committee at the provincial level before April 23, 2025; the People's Committee at the provincial level shall report to the Steering Committee the results of collecting people's opinions on the Project on arranging administrative units at the commune level before April 24, 2025.
