Implementing social policy goals is investing in development.
Delivering the thematic content, Prime Minister Pham Minh Chinh emphasized that the Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011) has drawn five main lessons: Firmly grasping the flag of national independence and socialism; the revolutionary cause is of the people, by the people and for the people; constantly consolidating and enhancing solidarity (unity of the entire Party, unity of the entire people, national solidarity, international solidarity); combining national strength with the strength of the times, domestic strength with international strength; the correct leadership of the Party is the leading factor determining the victory of the Vietnamese revolution.
On that basis, focus on building three fundamental elements: building socialist democracy; building a socialist rule-of-law state of the people, by the people, for the people; building a socialist-oriented market economy.
Emphasizing the Party and State's guidelines, policies and guidelines on a number of key areas and three strategic breakthroughs identified at the 13th National Party Congress, the Prime Minister stated: "All fundamental factors are related to people and the people. The consistent principle is that people are the center of social policy - all for people and the people. Taking people as the center, the subject, the most important resource, the driving force and the goal of development; not sacrificing progress, social justice and environmental protection in exchange for mere economic growth."
The Prime Minister said that the 8th Central Conference passed four important Resolutions, including Resolution No. 42-NQ/TW on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and protection in the new period (Resolution No. 42-NQ/TW).
Accordingly, social policy is a policy of caring for people; is a regular and important task of the Party, the State, the entire political system and the whole society; demonstrates the characteristics and good nature of the socialist regime. Economic growth is associated with ensuring social policy; creating conditions for people to enjoy the fruits of the cause of innovation, national development, improving the quality of life, contributing to building and defending the Fatherland. Social policy has a wide scope and very important significance, affecting all classes of people and the whole society, and is implemented at all levels, sectors and localities.
Giving a general assessment of the results achieved after 10 years of implementing Resolution No. 15-NQ/TW on a number of social policy issues for the 2012-2020 period (Resolution No. 15-NQ/TW), the Prime Minister emphasized that the material and spiritual life of people across the country has been significantly improved; the social landscape has fundamentally changed; political security, order and social safety have been maintained. The socio-economy has developed more comprehensively and harmoniously; bringing confidence and satisfaction to the people, affirming the superiority of the socialist regime in our country under the leadership of the Party.
In addition to the achieved results, there are still some limitations and shortcomings such as: The coverage and risk-solving capacity of social policies are still low; poverty reduction results are not stable in some places and at some times, the risk of falling back into poverty is still high; the labor market has not developed truly synchronously; basic social services have not met people's needs well; capacity and resources for environmental protection, response to natural disasters, epidemics, and climate change are still limited.
Emphasizing the need to issue a resolution on innovation and improving the quality of social policies, the Prime Minister said that after consulting a number of typical models in the world, the advantages of each model will be used to develop a social policy model suitable to the characteristics of our country - a developing country, harmoniously solving the problem of respecting market development with State management and regulation.
"The model we are aiming for is a comprehensive, progressive, equitable, inclusive and sustainable social policy for all people; based on the foundation of building a flexible, diverse, effective, sustainable and integrated labor market; moving towards universal social insurance and health insurance; considering investment in implementing social policy goals as development investment," the Prime Minister affirmed.
Ensuring universality and comprehensiveness
Informing about the new and outstanding points of Resolution No. 42-NQ/TW, the Prime Minister said that the Resolution changes the approach from "guarantee and stability" to "stability and development"; associated with sustainable social development management, improving social welfare for all people, ensuring social security, human security, social security; harmoniously combining continued social security assurance and other social policies to ensure social stability. At the same time, focusing on development and social progress through human development, human resource development, middle class development associated with sustainable social development management and as a driving force for economic development, contributing to building and protecting the Fatherland.
Notably, Resolution No. 42-NQ/TW expands the scope to all social policy groups for all subjects on the principle of ensuring universality and comprehensiveness, including policies on preferential treatment for people with revolutionary contributions; labor, employment, human resource development; ensuring social security (pillars are social insurance, health insurance, unemployment insurance, social assistance, poverty reduction); improving social welfare and ensuring access to social services (on health, education, housing, culture, clean water, environmental sanitation, information); vulnerable groups, the poor, ethnic minorities, people in difficult circumstances in remote areas.
Regarding some viewpoints, Prime Minister Pham Minh Chinh stated that Resolution No. 42-NQ/TW innovates and improves the quality of social policies in a comprehensive, modern, inclusive and sustainable direction. Social policies must be placed in the overall management of sustainable social development. Harmoniously resolve social relations, care for people and for people; economic growth is associated with ensuring social policies; investment in social policies is investment for development. Innovate State management; strengthen decentralization; ensure the leadership of the Party, the management of the State, the supervision of elected agencies, the Vietnam Fatherland Front, socio-political organizations and the people; mobilize the active participation of people and businesses; arouse the aspiration for development, the will to be self-reliant, promote the tradition and spirit of great national unity.
Regarding the general goals by 2030, Resolution No. 42-NQ/TW clearly identifies the building of a social policy system towards sustainability, progress and fairness; perfecting a diverse, multi-layered, comprehensive, modern, inclusive and sustainable social security policy; developing a flexible, effective and internationally integrated labor market. The Resolution sets out 37 specific targets by 2030.
By 2045, the social policy system will develop comprehensively, sustainably, progressively and fairly, ensuring social security and welfare for the people; among the countries with high human development index (HDI) in the world.
Resolution No. 42-NQ/TW sets out a system of 9 groups of synchronous and comprehensive solutions in all areas of social policy (raising awareness, effectiveness and efficiency of state management; preferential policies for people with revolutionary contributions; labor market, improving the quality of human resources; social security system; improving social welfare for all people; providing social services; international cooperation; strengthening the leadership of the Party, promoting the role of elected bodies, the Vietnam Fatherland Front, socio-political organizations, and mass organizations). Meanwhile, Resolution No. 15-NQ/TW focuses on 3 main groups of tasks and solutions (on preferential policies for people with revolutionary contributions, ensuring social security and implementation solutions).

The innovations in the organization of the implementation of Resolution No. 42-NQ/TW are that the Politburo issues a plan to implement the Resolution and leads and directs its implementation in a synchronous and timely manner. Provincial and municipal Party Committees; Party committees, Party executive committees, Party delegations, and Party committees directly under the Central Committee study, disseminate and develop action programs and plans to implement the Resolution; periodically inspect and evaluate the implementation. The Central Propaganda Department presides over the organization and guidance of the study, study and dissemination of the Resolution. The Central Economic Committee presides over regular monitoring, supervision, inspection, and urging of the implementation of the Resolution; periodically summarizes, summarizes, and reports to the Politburo and the Secretariat on the results of the Resolution's implementation.
Regarding some key points, it should be noted that in Resolution No. 42-NQ/TW, the Prime Minister emphasized the focus on building and developing a flexible, diverse, effective, sustainable and integrated labor market (ensuring sustainable employment and improving the quality of human resources); ensuring that all people have access to and enjoy basic social services (education, health, culture, information, housing, clean water, environmental sanitation). Regarding social housing construction, the Project will build at least 1 million social houses by 2030; eliminate temporary and dilapidated houses for poor and near-poor households, people affected by natural disasters, etc. At the same time, build a National Framework on population aging adaptation and replacement fertility rate adjustment; strive for Vietnam to be a pioneer country in the Global Promotion Program on Employment and Social Security towards a Just Transition under the initiative of the United Nations and the International Labor Organization (ILO).
