The high-level plenary session was co-chaired by the following Party and State leaders: Politburo member and Prime Minister Pham Minh Chinh; Central Committee member and Vice Chairman of the National Assembly Vu Hong Thanh; and Central Committee member and Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi.

At the Lao Cai provincial venue, the conference was attended and chaired by Comrade Hoang Giang - Standing Deputy Secretary of the Provincial Party Committee; Comrade Nguyen The Phuoc - Member of the Standing Committee, Standing Vice Chairman of the Provincial People's Committee, along with representatives of the Standing Committee of the Provincial People's Council and leaders of relevant departments and agencies.
Moving on to the first group of discussion topics, the forum conducted an in-depth analysis of the results of macroeconomic management in 2025 and the past five years. Reports clearly indicated that, despite facing global fluctuations, Vietnam has maintained macroeconomic stability and systemic safety, demonstrating the Government's flexible and effective management capabilities in a challenging context.


A notable highlight is the effective mobilization of resources. The state budget mobilization rate over the five years reached approximately 18.3% of GDP. Flexible fiscal policies supported tax and fee exemptions, reductions, and extensions totaling 1.1 trillion VND to aid business recovery, while saving approximately 1.5 trillion VND in additional expenditures for development investment and social welfare. As a result, the investment expenditure ratio increased to 32% of total expenditure, boosting a series of strategic infrastructure projects. Total social investment reached approximately 32.2% of GDP, with the private sector and state-owned enterprises making the main contribution (over 65%).
The capital market has also witnessed remarkable growth, with the stock market capitalization reaching approximately US$390 billion by November 30, 2025 (equivalent to 81.93% of GDP in 2024). These figures demonstrate the resilience and internal strength of the economy on the eve of a new phase.
The forum's focus lies in identifying the context and formulating strategies for the 2026-2030 period, with a challenging yet groundbreaking aspiration: to bring the economy to double-digit growth.
To realize this goal, delegates and experts agreed that Vietnam cannot continue to rely on traditional growth drivers, but must strongly activate the "dual transformation" - the synergy between green transformation and digital transformation.

In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the comprehensive vision of the presentations and directed the Policy and Strategy Committee and relevant ministries and agencies to seriously incorporate the feedback to refine the mechanisms for each sector.
The Prime Minister emphasized that "greening" and "digitalization" are not only inevitable trends but also strategic choices and objective requirements institutionalized through a series of important Party resolutions (Resolutions 57, 59, 68, 70, 71, 72...). Over 40 years of reform, from a poor nation, Vietnam has risen to become a high-middle-income country, demonstrating its resilient capacity to withstand all shocks from pandemics, geopolitical conflicts, and global financial fluctuations.
Looking towards the strategic goals for 2030 and the aspiration to become a high-income developed country by 2045, the Prime Minister delivered a resounding message: "Vietnam identifies stability as an impenetrable fortress, and rapid and sustainable development as an unstoppable engine."
The Prime Minister affirmed the consistent viewpoint: We will not sacrifice progress, social justice, and the environment in pursuit of mere growth. To achieve this, Vietnam continues to promote three strategic breakthroughs in institutions, human resources, and infrastructure, steadfastly adhering to the path of national independence linked with socialism, all for the well-being and happiness of the people.
